Circular of the State Administration for Industry and Commerce on Broadening the Business Scope of Individual Industrial and Commercial Households Established by Residents of Hong Kong and Macao in the Mainland

The administrations for industry and commerce of all the provinces, autonomous regions, municipalities directly under the Central Government, cities under separate state planning, and cities at deputy provincial level,

With a view to promoting the merger of the economy of the Mainland and Hong Kong and Macao, and supporting the economic development and social stability of Hong Kong and Macao, based on the Mainland/Hong Kong and Macao Closer Economic Partnership Arrangements (hereinafter referred to as the Arrangements) of 2003 and the Mainland/Hong Kong and Macao Supplementary Agreements of 2004 to the Arrangements of2003, and upon the approval of the State Council, the Mainland and the governments of Hong Kong and Macao signed the Supplement II to the Mainland and Hong Kong Closer Economic Partnership Arrangement and Supplementary Agreement II to the Mainland/Macao Closer Economic Partnership Arrangement on October 18 and 21 of 2005 respectively.
