The Decision of the Standing Committee of the National People's Congress on Revising Twelve Laws including the Foreign Trade Law of the People's Republic of China, which was adopted at the 24th session of the Standing Committee of the 12th National People's Congress of the People's Republic of China on November 7, 2016, is hereby promulgated and shall come into force as of the date of promulgation.

It was decided in the 24th session of the Standing Committee of the 12th National People's Congress the following:
I. Revision to the Foreign Trade Law of the People's Republic of China:
Paragraph 2 of Article 10 is amended to read: "Units engaged in foreign labor service cooperation shall have corresponding qualifications, and the specific measures shall be formulated by the State Council."
II. Revisions to the Maritime Traffic Safety Law of the People's Republic of China
Article 12 is amended to read: "The international navigation vessels that enter and exit the ports of the People's Republic of China shall accept the inspection of the competent authority."
"For the port entry and exit of a domestic voyage vessel, such conditions as voyage planning, seaworthiness, crew staffing, and carry of cargoes and passengers shall be reported to the competent authority."
III. Revisions to the Customs Law of the People's Republic of China
