The Decision of the State Council to Amend the is hereby promulgated. It shall go into effect as of October 1, 2007.

On the basis of relevant regulations of the Real Rights Law of the People's Republic of China, the State Council has made the following changes to the Regulations for Property Management:

Article 1 Article 10, Paragraph 1 has been amended to read: "The property owners within a single property management area shall, under the direction of the real estate administration department of the country or district people's government in the locality of relevant real estate or street office thereof, establish an assembly of property owners and elect a committee of property owners.
