The Provisions of Shanghai Municipality on the Administration of the Matrimonial Registration and Matrimonial Consultation for Its Residents With Foreigners, Overseas Chinese, Residents in Hong Kong Special Administrative Region, and Residents in Macao and Taiwan Regions have been adopted at the 6th Session of the Standing Committee of the 11th Shanghai Municipal People's Congress on November 5, 1998, are hereby promulgated and become effective on December 1, 1998.
　
Article 1 When Shanghai residents require getting married in Shanghai with foreigners, overseas Chinese, the residents in Hongkong Special Administrative Area, and the residents in Macao and Taiwan, or getting divorced of their own will in Shanghai from overseas Chinese, the residents in Hongkong Special Administrative Area, and the residents in Macao and Taiwan, both parties concerned shall go to the municipal civil administrative department to apply for the marriage registration or the divorce registration (together called the matrimonial registration)
　
Article 2 The municipal civil administrative department shall complete the examination within 30 days from the date of accepting the application for matrimonial registration, and inform the two parties concerned in writing.
