Amendment to the Regulations of Beijing Municipality on Supervision over Budgets

I. An item shall be added as Item 5 of Article 17: "(5) establishment and implementation of the departmental budget systems;"

II. The Article 23 shall be revised as: "In budget implementation, any transfer of funds under different budget items shall be strictly controlled, and budgetary expenditures of various budget units at the municipal level shall be made according to the budget items; where there is a definite need to make any adjustment, it shall be subject to the consent of the municipal department of finance.
