Chapter I General Provisions

Article 1 These Measures are formulated according to the Regulation on the National Awards for Science and Technology (hereinafter referred to as the Regulation) for the purpose of encouraging the non-governmental sectors to support the undertaking of science and technology and strengthening the regulative administration of the establishment of science and technology awards by non-governmental sectors (hereinafter referred to as the non-governmental awards).

Article 2 These Measures are applicable to the application, acceptance, registration, supervision and administration of non-governmental awards.

Article 3 The "non-governmental awards" as mentioned in these Measures refers to the regular science and technology awards established for the general public by the social organizations or individuals other than state organs (hereinafter referred to as the award makers) within the territory of the People' Republic of China by making use of non-state fiscal funds.
The "regularity" as mentioned in these Measures means that the science and technology awards established by non-governmental sectors shall be consecutively and periodically granted, and the maximum interval of a granting circle shall be three years, and the award granting shall be carried out for three times or more.
The "science and technology awards" as mentioned in these Measures refers to the award granting activities established and carried out for the persons or organizations that have obtained achievements or made contributions in the aspect of scientific research, technical renovation and development, promotion and application of scientific and technological achievements, industrialization of hi-tech technologies or popularization of science and technology, etc.

Article 4 The non-governmental awards shall be subject to a system of registration administration.
The science and technology awards established by non-governmental sectors for the general public shall be registered according to these Measures.

Article 5 The non-governmental awards shall be in line with the Constitution of the People's Republic of China, laws, regulations and rules, and shall not be contrary to social morality.
The non-governmental awards shall be in line with the scientific and technological policies of the state and be good for promoting the scientific and technological progress and the harmonious development of economy and society of our country.

Article 6 The non-governmental awards upon registration and their undertaking institutions and appraisal organizations shall be entitled to grant science and technology awards and carry out faithful propaganda and reporting on publications and media within the territory of China, and no organization or individual may intervene in it.

Article 7 The method of combining material awards with spiritual awards shall be adopted for non-governmental awards.

Article 8 As to the non-governmental awards, the appraisal principles of fairness and equity shall be followed, the scientific and democratic appraisal procedures shall be established, and an open award granting system shall be adopted.

Article 9 The non-governmental awards are an important part of the scientific awarding system of our country. The people's governments at all levels shall aggressively support, actively guide and normally administrate the non-governmental awards, and ensure the orderly operation of non-governmental awards.

Article 10 The Ministry of Science and Technology shall take charge of the nationwide work relating to non-governmental awards. The National Office of Science and Technology Awards shall take charge of the daily work thereof.

Article 11 The Ministry of Science and Technology and the administrative department for science and technology of the province, autonomous region or municipality directly under the Central Government are the competent organs for registration administration of non-governmental awards.
The Ministry of Science and Technology shall be responsible for the registration administration of the following non-governmental awards:
1. the science and technology awards aiming at the whole country;
2. the science and technology awards aiming at two or more countries; and
3. the science and technology awards aiming at two or more administrative regions.
The administrative department for science and technology of the province, autonomous region or municipality directly under the Central Government shall be responsible for the registration administration of local non-governmental science and technology awards and reporting them to the Ministry of Science and Technology for archival filing.

Chapter II Application and Acceptance

Article 12 To apply for establishing non-governmental awards, an applicant shall submit the following materials to the competent organ for registration administration:
