Chapter I General Provisions

Article 1 The hydrologic work is an important fundamental work for economic construction and social development like the water conservancy development, prevention and control of water disasters and environmental protection. These Measures are formulated pursuant to the Water Law of the People's Republic of China for the purpose of strengthening the hydrologic industrial administration.

Article 2 Those engaging in hydrological survey, hydrologic information forecasting, water resources appraisal or hydrologic calculation within the territorial jurisdiction of the People's Republic of China shall be governed by these Measures.

Article 3 The Ministry of Water Resources is the state administrative department of the hydrologic industry. The river basin administrative organ subordinated to the Ministry of Water Resources undertakes the hydrologic industrial administrative work as empowered by the Ministry.
The water administrative department of each province, autonomous region or municipality directly under the Central Government is the hydrologic industrial administrative department of its own jurisdiction, and its subordinated hydrologic institutions are responsible for implementing specific administration, including the administration of examination, approval, ruling and gathering of hydrologic data as well as the centralized administration of water resources survey and appraisal.

Article 4 The professional hydrologic planning shall meet the requirements of economic construction and social development like the water conservancy development, prevention and control of water disasters and environmental protection, and the hydrologic work shall be conducted a little ahead of the time.
The professional hydrologic planning includes the hydrologic survey, hydrologic information forecasting, water resources appraisal, hydrologic calculation, scientific and technological development, professional education, combination of the station with the team as well as team development, etc..
The Ministry of Water Resources shall be responsible for formulating the national professional hydrologic planning, which shall be enforced after being approved by the State Council. A river basin administrative organ shall formulate the professional hydrologic planning for the designated scope within its own river basin and enforce it after reporting it to the Ministry of Water Resources for approval.
The water administrative department of each province, autonomous region or municipality directly under the Central Government shall formulate a professional hydrologic planning for its jurisdiction and enforce it after reporting to the people's government at the corresponding level for approval. The said planning shall also be reported to the Ministry of Water Resources for archival purposes when it is reported for approval.

Article 5 The expenditures necessary for a hydrologic institution shall, in light of its subordination, be allotted by the central treasury or local treasury.
The hydrologic construction shall be incorporated into the capital construction planning of water conservancy. Among the capital construction investments of water conservancy and hydroelectricity, a certain amount of money shall be allotted for the development of the hydrologic cause each year.
The funds for flood prevention or water resources administration or protection by a hydrologic institution shall be properly arranged by the corresponding funds in light of its matter concerned.

Article 6 The water administrative departments at all levels shall energetically enhance their hydrologic modernization levels, and incorporate the hydrological scientific research programs into the scientific research planning together with the administrative department of scientific research.

Article 7 The Ministry of Water Resources shall formulate hydrologic technical standards together with the relevant department and supervise their implementation.

Article 8 The water administrative department shall apply a qualification examination and accreditation system to those entities engaging in the hydrologic work.
