Article 1 These Measures are formulated in accordance with the Interim Measures for Hydrologic Administration and the Administrative Measures for the Water Resources Testimony under Construction Projects with a view to ensuring the quality of hydrologic and water resources survey and appraisal and the water resources testimony under construction project.
Article 2 The "hydrologic and water resources survey and appraisal" as mentioned in these Measures refers to the monitoring of the amount and quality of surface water and ground water, hydrologic survey, hydrologic measurement, waterpower survey, hydrologic and water resources information forecasting, design and implementation of the hydrologic forecasting system, hydrologic analysis and calculation, survey of surface and ground water resources, appraisal of the amount and quality of water, as well as other professional activities.
The "water resources testimony under construction project" as mentioned in these Measures refers to such professional activities by which the rationality of intake, use or recession of water for newly built, rebuilt or expanded engineering projects and the comprehensive analysis and testimony of the impacts on water environment and other lawful rights and interests are conducted in accordance with the comprehensive planning of river basins or areas as well as the special planning of water resources.
Article 3 Those engaging in the hydrologic and water resources survey and appraisal shall, in accordance with these Measures, obtain Qualification Certificates for Hydrologic and Water Resources Survey and Appraisal and conduct the work within the prescribed scope of business.
Those engaging in the water resources testimony under construction project shall, in accordance with these Measures, obtain Qualification Certificates for Water Resources Testimony under Construction Projects and conduct the work within the prescribed scope of business.
Article 4 The Ministry of Water Resources shall be responsible for organizing, implementing, supervising and administrating the examination and approval of the qualification for hydrologic and water resources survey and appraisal and the qualification for water resources testimony under construction project across the country.
The Qualification Certificates for Hydrologic and Water Resources Survey and Appraisal and the Qualification Certificates for Water Resources Testimony under Construction Projects shall be uniformly printed by the Ministry of Water Resources.
Article 5 The qualification for hydrologic and water resources survey and appraisal and the qualification for water resources testimony under construction project are divided into grades A and B in accordance with the difference of technical conditions of and business scopes undertaken by application entities.
An entity that has obtained the qualification for hydrologic and water resources survey and appraisal or the qualification for water resources testimony under construction project (hereinafter referred to as certificate holding entity) may undertake, across the country, businesses suitable for its qualification grade and business scope as stated in its qualification certificate.
Article 6 An entity that has obtained a grade A qualification for hydrologic and water resources survey and appraisal may undertake, across the country, all kinds of work relating to the hydrologic and water resources survey and appraisal within the business scope as verified in its qualification certificate.
An entity that has obtained a grade B qualification for hydrologic and water resources survey and appraisal may undertake, across the country, the work relating to the hydrologic and water resources survey and appraisal within the business scope as verified in its qualification certificate.
