The people's governments of all provinces, autonomous regions and municipalities directly under the Central Government, the ministries and commissions of the State Council, and institutions directly under the State Council:
To reform and improve the veterinary administration system are of great significance in the aspects of controlling and eliminating serious animal diseases thoroughly, guaranteeing the health of the people, enhancing the quality and safety levels and international competitiveness of the animal products and promoting the agricultural and rural economic development. In accordance with the spirits of 16th National Congress of Chinese Communist Party and the Third Plenary Session of the Sixteenth Central Committee of the Communist Party of China on deepening the administrative restructuring and improving the government's social management and public service functions, we hereby put forward the following opinions on pressing ahead with the veterinary administration system:
1. Fully Understanding the Necessity and Urgency of the Reform of Veterinary Administration System
(1) The veterinary work is an important part of the public health work. It is a fundamental task for keeping the all-round, concerted and sustainable development of the economy and society. With our country's economic and social development and the acceleration of the process of opening up to the outside world, it is obvious that the existing veterinary administration system can't not meet the demands of the new situation and new tasks. In particular, the problems like unsound institutions, ambiguous duties, imperfect laws and unstable teams seriously affect the improvement of the animal epidemic disease prevention and control abilities as well as the animal product quality and safety level. Moreover, the frequent occurrences and even outbreaks of some serious animal epidemic diseases in the world, especially in our surrounding countries have formed great pressure on our country's prevention and control of major animal epidemic diseases. Therefore, the reform of veterinary administration system has become a very urgent task at the present time.
2. The Guiding Thought and Targets of the Reform of Veterinary Administration System
(2) The guiding thought of the reform of veterinary administration system is to regard the Deng Xiaoping Theory and the important thought of Three Represents as the guidance, keep to the policy of "laying emphasis on the prevention", comply with the government's requirements for the exercise of the functions of economic adjustment, market supervision, social management and public services, enhance the animal health supervision law enforcement level, uplift the public service abilities to prevent the animal disease, promote the stable development of animal breeding industry and increase of farmers' income and ensure the health and property safety of the people.
(3)The key targets of the reform of the veterinary administration system are, under the principle of "simplification, uniformity and efficiency", to better the organizational setting, to clarify the functions, rationalize the relationship, to perfect the regulations, to gradually establish a scientific, uniform, transparent and highly efficient veterinary administration system and operating mechanism, to stabilize and intensify the grass-roots animal disease prevention system, to enhance the law compliance administration capabilities and level of the veterinary management institutions, to promote the all-round development of the animal health work of our country and constantly improve the safety of the animal health and the animal product safety in our country.
