The People's Governments of all provinces, autonomous regions and municipalities directly under the Central Government and the ministries and commissions, and instrumentalities under direct administration of the State Council:
The Opinion on Stabilizing Housing Price of such seven departments as the Ministry of Construction, the National Reform and Development Commission, the Ministry of Finance, the Ministry of State Land and Resources, the People's Bank of China, the State Administration of Taxation, China Banking Regulatory Commission has been approved by the State Council and is hereby distributed to you for earnest implementation.
The real estate industry is a pillar industry of the national economy. To have a correct view of the present market situation, to solve present extruding problems in a timely manner and to promote a healthy development of the real estate industry is of great significance in consolidating and developing our macro-control achievements and maintaining a steady and fast development of the national economy. All the regions and departments shall regard the resolution of such problems as that the scale of real estate investment is too large and that the price is in excessive growth as an important task of strengthening the macro-control at the present time. The principles of being active and steady, taking control of strength, giving prominence to focuses, giving differentiated treatments, suiting measures to local conditions, conducting classified guidance, strengthening the ruling by law and intensifying supervision and administration shall be upheld. We should intensify the leadership, coordinate in a close manner, earnestly carry out all the policies and measures of the State Council on regulation and control into effect, do a good job of the two-way adjustment of supply and demand, restrain any speculation of houses, control the investment by purchasing houses, encourage the construction of common commercial houses and economically affordable houses and guide the house consumption in a reasonable manner so as to promote the basic steadiness of house prices and a sound development of the real estate industry.

To maintain a sustainable and sound development of the real estate market is of concern with the overall situation of the development of the national economy and the society and is of concern with the realization of the goal of building an all-round well-off society. At the present time, there exist such extruding problems as that the scale of investment in real estate is too large, that the price hike of commercial houses is too fast, that the supply structure is irrational and that the market order is comparatively chaotic in some regions.
In order to further intensify the guidance to and control over the real estate market, resolve the conflicts and problems in the commercial house market operation, strive for a basic balance between the supply and demand of commercial houses, effectively stabilize house prices and promote a sound development of the real estate industry, we hereby put forward the following opinions:
I. Intensifying the Planning and Control and Improving the Supply Structure of Houses
All regions shall, according to the real estate market demand thereof, clarify the construction scale, project allocation and progress arrangement of common commercial houses and economically affordable houses of the current year and the next year as soon as possible.
