Deepening the reform and development of elderly care services is an urgent requirement for implementing the national strategy of actively responding to population aging. It is a critical task for ensuring and improving people's livelihood, as it concerns the well-being of hundreds of millions of people and contributes to social harmony and stability. To accelerate the establishment of an elderly care service system that aligns with China's national conditions and better ensures the well-being of the elderly, allowing all elderly people to enjoy a happy and peaceful old age, the following opinions are proposed.

I. General Requirements
Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we shall thoroughly implement the guiding principles of the 20th CPC National Congress of the Communist Party of China and the Second and Third Plenary Sessions of the 20th CPC Central Committee, adhere to the principle of doing our best within our means, enhance scientific foresight, and make forward-looking deployments. We shall accelerate the improvement of the elderly care service network, and optimize the supply pattern of elderly care services, which is based on home care, supported by the community, professionally backed by institutions with medical care integrated. We shall strengthen the basic elderly care services, especially for disabled elderly people, establish a hierarchical, inclusive, accessible, urban–rural covering, and sustainable elderly care service system, enhance elderly health promotion, expand and improve the quality of elderly care services, further stimulate the development vitality of the elderly care industry, and better meet the multi-level and diversified elderly care service needs.
The main goals are: By 2029, the elderly care service network shall be basically established, with service capacity and quality significantly enhanced. Notable progress shall be made in expanding capacity, improving quality, and increasing efficiency, with continuous optimization of basic elderly care service supply. By 2035, the elderly care service network shall be further improved, service supply and demand shall be better coordinated, and all elderly people shall have access to basic elderly care services. A mature and finalized elderly care service system suitable for China's national conditions shall be established..

II. Accelerate the Establishment of a Three-Level Elderly Care Service Network Covering Urban and Rural Areas
1. Build a county-level comprehensive elderly care service management platform: Rely on county-level support service institutions for the extremely poor and elderly care service information systems to create a comprehensive elderly care service management platform; Expand and strengthen services such as service demonstration, industry guidance, emergency assistance, and resource coordination in addition to its basic safeguarding functions to promote the efficient use of county-level elderly care service resources; Promote the downward flow of high-quality resources from provincial and municipal elderly care institutions, enhance technical support, demonstration guidance, and talent cultivation for county-level comprehensive elderly care service management platforms, and facilitate regional coordination.
2. Strengthen the construction of regional elderly care service capacity in townships (subdistricts): Leverage township (subdistrict) nursing homes, high-quality private elderly care institutions, etc. to renovate and expand them into regional elderly care service centers; Ensure these centers play roles in professional care, service referral, and resource linking, promoting vertical integration and facilitating supply–demand connections; Promote county-level civil affairs departments to manage township (subdistrict) nursing homes directly in areas with suitable conditions, and explore contracted operation to improve service management quality and efficiency.
3. Improve village (community) elderly care service facility sites: Leverage the role of township (subdistrict) regional elderly care service centers, employ methods such as "center + site," vigorously develop embedded community elderly care service facilities and mutual assistance elderly care service sites, improve elderly care facilities in old residential areas, strengthen the comprehensive use of educational, health, and cultural public service facilities, and build service complexes for the elderly and children; Utilize facility sites to connect family and social services, ensuring the timely collection and referral of service needs.
