The Law of the People's Republic of China on Popularization of Science and Technology, which has been adopted at the 13th session of the Standing Committee of the 14th National People's Congress on December 25, 2024, is hereby promulgated and shall come into effect from the date of promulgation.

Chapter I General Provisions
Article 1 This Law is enacted in accordance with the Constitution in order to implement the strategies of rejuvenating the country through science and education, strengthening the country with talent, and driving development through innovation, comprehensively promote the popularization of science and technology, enhance the capacity for the popularization of science and technology nationwide, improve citizens' scientific and cultural literacy, achieve greater self-reliance and strength in science and technology, and promote economic development and social progress.
Article 2 This Law applies to activities that popularize scientific and technological knowledge, advocate scientific methods, disseminate scientific concepts, and promote the spirit of science throughout the country and society.
The popularization of science and technology (hereinafter referred to as "science popularization") shall be conducted in ways that are easy for the public to access, understand, accept, and participate in.
Article 3 The comprehensive leadership of the Communist Party of China over the science popularization undertakings shall be upheld.
Science popularization shall be centered on the people, set sights on the global frontiers of science and technology, national economic development, the major needs of the country, and the health and safety of the people, nurture and promote a culture of innovation, foster a trend of respecting science and pursuing innovation, serve high-quality development, and lay a solid foundation for building a leading country in science and technology.
Article 4 Science popularization is an important part of the national innovation system and a fundamental work for achieving innovation-driven development. The State shall place science popularization on an equal footing with scientific and technological innovation, strengthen the overall layout and coordinated deployment of science popularization work, promote the close coordination of science popularization and scientific and technological innovation, and give full play to the role of science popularization in the integrated development of education, science, and technology, and talent.
Article 5 Science popularization is a public welfare undertaking and an important part in the building of socialist material and cultural-ethical advancement. The development of science popularization is a long-term task of the State, which shall be fully incorporated into economic, ideological, cultural, social, and ecological progress, thereby building a development pattern in which science popularization is promoted by the government, society, market, and other parties in coordination.
The State shall strengthen science popularization work in rural areas, support science popularization work in revolutionary old areas, ethnic regions, border areas, and economically underdeveloped areas, establish and improve cross-regional science popularization cooperation and sharing mechanisms, reinforcing the sense of community of the Chinese nation, and advance rural revitalization.
Article 6 Science popularization work shall practice the core socialist values, promote the spirit of science and the spirit of scientists, abide by scientific and technological ethics, and oppose and resist pseudoscience.
No organization or individual shall engage in any activities that harm national interests, public interests, or the legitimate rights and interests of others in the name of science popularization.
Article 7 State authorities, armed forces, social organizations, enterprises and public institutions, people's organizations for self-governance at the grassroots level, and other organizations shall carry out science popularization work and may conduct wide-ranging science popularization activities in various forms.
September each year shall be the National Science Popularization Month.
Citizens shall have the right to participate in science popularization activities.
Article 8 The State shall protect the legitimate rights and interests of science popularization organizations and personnel, encourage them to independently carry out science popularization activities, and legally establish science popularization undertakings.
Article 9 The State shall support social forces in establishing science popularization undertakings. Social forces establishing science popularization undertakings may conduct operations pursuant to market mechanisms.
Article 10 Science popularization work shall adhere to the principle of mass participation, social engagement, and regularity, be tailored to local conditions, and adopt various forms.
Article 11 The State shall implement a national scientific literacy action, formulate an action plan, guide citizens in cultivating scientific and rational thinking, establish a scientific worldview and methodology, adopt a scientific lifestyle that is civilized, healthy, green, and environmentally friendly, and improve skills in labor, production, innovation, and creation.
Article 12 The State shall support and promote international cooperation and exchanges in science popularization.
Article 13 Organizations and individuals who have made outstanding contributions to science popularization work shall be commended and rewarded in accordance with relevant national regulations.
The State shall encourage social forces to legally establish science popularization awards.
Chapter II Organization and Management
Article 14 People's governments at all levels shall take the lead in science popularization work, incorporate it into relevant planning for national economic and social development, and create a favorable environment and conditions for carrying out science popularization work.
People's governments at or above the county level shall establish a coordination system for science popularization work.
Article 15 The administrative department of science and technology under the State Council shall be responsible for formulating plans for science popularization work nationwide, implement policy guidance, conduct supervision and inspection, strengthen overall coordination, and promote the development of science popularization work.
Other departments under the State Council shall be responsible for relevant science popularization work according to their respective duties.
The administrative departments of science and technology and other departments of local people's governments at or above the county level shall be responsible for relevant science popularization work within their regions under the leadership of the people's governments at the same level.
Article 16 Industry authorities shall organize relevant science popularization activities based on the characteristics and actual conditions of their industries.
Article 17 The associations for science and technology shall be the main social force for science popularization work, which shall take the lead in implementing the national scientific literacy action, organize mass, social, and regular science popularization activities, strengthen international scientific and cultural exchanges, support relevant organizations and enterprises in carrying out science popularization activities, assist the government in formulating science popularization work plans, and provide suggestions and consulting services for government decision-making in science popularization work.
Article 18 Mass organizations, such as trade unions, the communist youth leagues, and women's federations, shall organize science popularization activities based on the characteristics of their respective targets.
Chapter III Social Responsibility
Article 19 Science popularization is a shared responsibility of the whole society.
