The Frontier Health and Quarantine Law of the People's Republic of China, which has been adopted at the 10th session of the Standing Committee of the 14th National People's Congress of the People's Republic of China on June 28, 2024, is hereby promulgated and shall become effective from January 1, 2025.

Chapter I General Provisions
Article 1 This Law is formulated in accordance with the Constitution in order to enhance frontier health and quarantine work, prevent the cross-border spread of infectious diseases, safeguard public life and health, and prevent and resolve public health risks.
Article 2 This Law shall be applicable to frontier and health quarantine and related activities.
The customs shall perform the duties of quarantine inspection, infectious disease monitoring, health supervision, and emergency response in accordance with the provisions of this Law at the open ports of the People's Republic of China (hereinafter as the "ports").
Article 3 For the purposes of this Law, the term "infectious diseases" includes quarantinable infectious diseases, monitored infectious diseases, and other emerging infectious diseases and unexplained infectious diseases that require corresponding health quarantine measures at ports.
The catalog of quarantinable infectious diseases shall be formulated and adjusted by the disease prevention and control department of the State Council in conjunction with the General Administration of Customs (GAC) and shall be published upon approval by the State Council. The catalog of monitored infectious diseases shall be formulated, adjusted, and published by the disease prevention and control department of the State Council in conjunction with the GAC.
The catalogs of quarantinable and monitored infectious diseases shall be promptly adjusted based on the outbreak, prevalence, and severity of infectious diseases domestically and internationally.
Article 4 Frontier and health quarantine shall uphold the leadership of the Communist Party of China, adhere to the principles of risk management, rational policy implementation, and efficient handling, and establish a comprehensive infectious disease prevention and control system at ports combining both regular and emergency measures.
Article 5 The GAC shall uniformly manage the frontier and health quarantine work nationwide. The health department of the State Council, the disease prevention and control department of the State Council, and other relevant departments shall perform their respective duties to ensure effective implementation of the work related to frontier and health quarantine.
The local people's governments at or above the county level where the ports are located shall include frontier and health quarantine in their infectious disease prevention and control plans and increase their support for frontier and health quarantine efforts.
The customs, health, disease prevention and control, and other relevant departments shall closely cooperate in the frontier and health quarantine work, establish departmental coordination mechanism, and strengthen information sharing and collaboration.
The state shall legally strengthen border control measures to strictly prevent the risk of infectious disease importation caused by illegal immigration activities.
Article 6 The customs shall perform their frontier and health quarantine duties pursuant to the law, and relevant entities and individuals shall be cooperative and shall not refuse or obstruct.
When performing frontier and health quarantine duties, the customs shall legally protect trade secrets, personal privacy, and personal information, and shall not infringe upon the lawful rights and interests of relevant entities and individuals.
Article 7 The state shall adopt various measures to strengthen public health capacity building at ports, and continuously raise the level of frontier and health quarantine.
Article 8 The state shall strengthen exchanges and cooperation with other countries or regions and relevant international organizations in the field of frontier and health quarantine.
Chapter II Quarantine Inspection
Article 9 Individuals, transportation vehicles, containers and other transportation equipment, goods, luggage, postal parcels, and other items and external packages (collectively as the "goods" and "items") entering or exiting the territory of China shall be subject to quarantine inspection in accordance with the law and may only enter or exit China upon permission by the customs.
The entry and exit of the individuals with diplomatic and consular privileges and immunities or eligible for other treatment, as well as the entry and exit of the items of the entities and individuals with diplomatic and consular privileges and immunities or eligible for other treatment, shall be subject to quarantine inspection in accordance with the law, provided that such inspection does not affect their lawful privileges and immunities.
Article 10 Individuals, transportation vehicles, goods, and items entering or exiting the territory of China shall undergo quarantine inspection at the first port of entry and the last port of exit.
