To the administrative authorities for industry and commerce and public security departments (bureaus) of all provinces, autonomous regions and municipalities directly under the Central Government, and to the administrative authorities for industry and commerce and market regulatory authorities of all cities specifically designated in the state plan:

Foreign enterprises' resident representative offices (hereinafter referred to as the "representative offices") have played an active role in attracting foreign investments and promoting social and economic development since China's opening-up. However, in recent years, some representative offices change the registration particulars, submit falsified certificates to seek registration, engage in illegal operation, and conduct other activities that violate laws and regulations, which are prevailing in some regions and seriously damage the administrative order of representative offices. For the purpose of legally strengthening the administration of representative offices and earnestly maintaining the market economy order, notifications on relevant work are hereby set out as follows:
