To the development and reform commissions, the price bureaus and the departments of finance (bureaus) of all provinces, autonomous regions and municipalities directly under the Central Government:
For the purposes of regulating asset appraisal charges, safeguarding the interests of the general public, protecting the legitimate rights and interests of affected parties, and accelerating the healthy development of the asset appraisal industry, we have formulated the Administrative Measures for Asset Appraisal Charges which are hereby promulgated. Please implement them accordingly.
Local governments shall, in accordance with the Administrative Measures for Asset Appraisal Charges (hereinafter referred to as "these Measures"), sort out and regulate asset appraisal charges in their administrative regions, release the new charging measures and standards for asset appraisals by end of December 2009, and report the implementation results to the Price Department of the National Development and Reform Commission and the Enterprise Department of the Ministry of Finance.

Article 1 For the purposes of regulating asset appraisal charges, safeguarding the interests of the general public, protecting the legitimate rights and interests of the affected parties, and accelerating the healthy development of the asset appraisal industry, these Measures have been formulated in accordance with the Pricing Law of the People's Republic of China, the Administrative Measures for State-owned Asset Appraisals, and other relevant laws and regulations.
Article 2 Asset appraisal institutions established after receiving approval from a competent finance authority at the provincial level or above that provide asset appraisal services in accordance with relevant laws and regulations and relevant provisions of the State shall charge for their asset appraisal services pursuant to these Measures.
Article 3 Asset appraisal charges shall be based on the principles of openness, fairness, justice, voluntary compensation, good faith, and payment by the principal.
Article 4 Asset appraisal charges shall be levied according to government-directed prices and market-oriented prices.
Where an asset appraisal institution provides asset appraisal services as required by relevant laws and regulations and relevant provisions of the State (hereinafter referred to as "statutory asset appraisal services"), government-directed prices shall apply; where any such institution provides asset appraisal and associated services for a principal who gives instructions voluntarily (hereinafter referred to as "non-statutory asset appraisal services"), market-oriented prices shall apply.
Article 5 Statutory asset appraisal services shall be charged for on a per-item basis, according to time, or a combination of the two.
Article 6 Where statutory asset appraisal services are charged for on a per-item basis, charges may be levied on the basis of the book value of the appraised assets in which a progressive calculation is performed on the basis of a fixed balance rate.
