Circular of the Ministry of Labor and Social Security on Relevant Issues Concerning the Participation of Rural Workers in Work-Related Injury Insurances

Labor and social security departments (bureaus) of all the provinces, autonomous regions and municipalities directly under the Central Government,
With a view to safeguarding the rights and interests of rural workers to work-related injury insurances and improving their employment environment, in accordance with the Regulations on Work-Related Injury Insurance, and based on the actual situations of rural workers, relevant issues on the participation of rural workers in work-related injury insurances and the reception of work-related injury insurance benefits in accordance with applicable laws are hereby notified as follows:
Article 1 Each labor and social security department shall reach a common understanding, enhance awareness and attach great importance to the protection of the rights and interest of rural works to work-related injury insurances. The same shall practice the Three Represents, adhere to the people-oriented policy, and facilitate the rural workers to participate in work-related injury insurances and receive work-related injury insurance benefits in accordance with applicable laws, and place this task as a priority in fully implementing the Regulations on Work-Related Injury Insurance and doing practical things for the rural workers.
Article 2 Participation in work-related injury insurances and reception of work-related injury insurance benefits in accordance with applicable laws are basic rights and interests of the employees of all types of employers including rural workers as stipulated in the Regulations on Work-Related Injury Insurance, and the rural workers employed by all types of employers shall be entitled to the rights of work-related injury insurance benefits.
