The Decision of the State Council on Revision of the Decision of the State Council on Establishing Administrative Licenses for Administrative Examination and Approval Items Really Necessary to be Retained is hereby promulgated and shall come into force on the date of promulgation.

The State Council has decided to revise some items of the Appendix---Catalogue of Administrative License Decided by the State Council to Be Established for Administrative Examination and Approval Items Really Necessary to Be Retained to the Decision of the State Council on Establishing Administrative License for Administrative Examination and Approval Items Really Necessary to Be Retained as follows:
　
Article 1 The name of Item 12 "Examination and approval of the establishment and alteration of credit guarantee institutions for cross provincial or regional or comparatively large small and medium-sized enterprises" shall be revised as "Examination and approval of the establishment and alteration of financing guarantee institutions".
