The finance departments (bureaus), Offices of the State Administration of Taxation and local taxation bureaus at the provinces, autonomous regions, municipalities directly under the Central Government and cities specifically designated in the state plan including Beijing, Tianjin, Hebei, Shanxi, Inner Mongolia, Liaoning, Dalian, Jilin, Heilongjiang, Shandong, Qingdao, Henan, Shaanxi, Gansu, Ningxia, Xinjiang, Qinghai, and the financial bureau of Xinjiang Production and Construction Corp.,
