Since the distribution for use of the Registration Forms of Foreign Investment Enterprises formulated by the State Administration for Industry and Commerce (hereinafter referred to as the SAIC), the effect, in general, is positive and evident. The Forms have further regulated the registration of foreign investment enterprises and improved the efficiency thereof. However, there are still some shortcomings. Especially, the forms cannot meet the requirements of the Administrative Licensing Law of the People's Republic of China, which has come into force as of July 1 of this year. Therefore, the SAIC considers it is necessary to adjust the registration forms of foreign investment enterprises in accordance with the Administrative Licensing Law of the People's Republic of China and the Provisions on Procedures for Enterprise Registration and other packaged regulations.
In order to further embody the spirit of laws and regulations, further standardize the registration format, and further facilitate the use thereof by enterprises and registration authorities for foreign enterprises, the SAIC has, during this adjustment, canceled some documents required to be submitted or some restrictive provisions, combined some forms with similar contents, and added a few of necessary forms.
