Regulations on the Organization of the People's Mediation Committees

Article 1 These Regulations are formulated for the purposes of strengthening the construction of people's mediation committees, mediating private disputes in a timely manner, enhancing unity among the people, maintaining social stability and benefiting the socialist modernization.
 
Article 2 People's mediation committees are organizations of the mass under villagers committees or residents committees, which mediate private disputes under the guidance of basic people's governments and basic people's courts.
Judicial assistants shall be in charge of the day-to-day guidance of basic people's governments and basic people's courts to people's mediation committees.
 
Article 3 A people's mediation committee shall be comprised of three to nine persons, including one chairman and vice chairmen where necessary.
Members of people's mediation committees shall be elected by the mass every three years unless they are members of villagers committees or residents committees, and may be reelected after the term expires.
In regions with multiple ethnic groups, people's mediation committees shall comprise of members from minority ethnic groups.
When a member of a people's mediation committee is unable to serve, the institution electing the member shall elect another member.
Where a member of a people's mediation committee neglect his duties to a serious degree or violates laws or disciplines, the institution electing the member shall change the member.
 
Article 4 An adult citizen who take an impartial attitude, have a close relationship with the mass, take interest in people's mediation work and have legal and policy knowledge of a certain level may be elected as a member of people's mediation committees.
 
Article 5 The task of a people's mediation committee shall be to mediate private disputes, publicize laws, administrative rules and regulations and policies by mediation and pormote the conciousness of laws, disciplines and social morality among citizens.
