The Sports Law of the People's Republic of China, revised and adopted at the 35th Meeting of the Standing Committee of the 13th National People's Congress of the People's Republic of China on June 24, 2022, is hereby promulgated for implementation as of January 1, 2023.

Chapter I General Provisions
Article 1 The Law is formulated in accordance with the Constitution for the purpose of promoting sports undertakings, promoting the Chinese sports spirit, cultivating Chinese sports culture, developing sports, and improving people's health.
Article 2 Sports work shall adhere to the leadership of the Communist Party of China, and adhere to the principle of being people-centered and combining popularization with the raising of standards based on the unfolding of national fitness, so as to promote the balanced and full development of sports undertakings, and promote the construction of a sports power and healthy China.
Article 3 People's governments at or above the county level shall incorporate sports undertakings into their national economic and social development plans.
Article 4 The administrative department for sports under the State Council shall be in charge of nationwide sports work. Other relevant departments under the State Council shall manage the relevant sports work within their respective responsibilities.
The administrative departments for sports of local people's governments at or above the county level shall be in charge of the sports work within their respective administrative regions. Other relevant departments of local people's governments at or above the county level shall manage the relevant sports work within the scope of their respective responsibilities.
Article 5 The State protects citizens' rights to participate in sports activities on an equal basis in accordance with the law, and provides special guarantees for the rights of minors, women, the elderly, and the disabled to participate in sports activities.
Article 6 The State expands the supply of public welfare and basic public sports services, promotes the equalization of basic public sports services, and gradually improves the basic public sports service system featuring universal coverage, inclusion and benefit sharing, and urban-rural integration.
Article 7 The State takes measures such as financial support and assistance in the construction of sports facilities to support the development of sports undertakings in old revolutionary base areas, ethnic areas, frontier areas and economically underdeveloped areas.
Article 8 The State encourages and supports the exploration, consolidation, protection, promotion and innovation of outstanding ethnic, civil and folk traditional sports events, and regularly holds ethnic minority traditional sports meetings.
Article 9 The principles of compliance with laws and regulations, honesty and trustworthiness, respect for science, adapting measures to local conditions, diligence and thrift, and ensuring safety shall be followed in carrying out and participating in sports activities.
Article 10 The State gives priority to the development of teenagers and school sports, and adheres to integrating sports and education, coordinating cultural learning and physical exercise, and attaching equal importance to physique and personality, so as to promote the all-round development of teenagers.
Article 11 The State supports the development of the sports industry, improves the sports industry system, regulates the sports market order, encourages the expansion of the sports market supply, broadens the investment and financing channels for the sports industry, and promotes sports consumption.
Article 12 The State supports sports scientific research and technological innovation, cultivates sports scientific and technological talents, and promotes and applies sports scientific and technological achievements, to improve the level of sports science and technology.
Article 13 The State commends and rewards organizations and individuals who have made outstanding contributions to the development of sports undertakings in accordance with the relevant regulations.
Article 14 The State encourages foreign sports exchanges, promotes the Olympic spirit, and supports participation in international sports.
Foreign sports exchanges shall adhere to the principles of independence, equality, mutual benefits, and mutual respect, safeguard national sovereignty, security, development interests and dignity, and abide by the international treaties concluded or acceded to by the People's Republic of China.
Article 15 The week in which the National Fitness Day on August 8 is in every year is the sports publicity week.
Chapter II National Fitness
Article 16 The State shall implement a national fitness strategy, builds a national fitness public service system, and encourages and supports citizens to participate in fitness activities, to promote the deep integration of national fitness and national health.
Article 17 The State advocates citizens to establish and practice scientific fitness concepts, actively learn fitness knowledge, and actively participate in fitness activities.
Article 18 The State implements a national fitness plan, formulates and implements physical exercise standards, regularly conducts citizen physique monitoring and national fitness activity status surveys, and provides scientific fitness guidance.
The State shall establish a coordination mechanism for national fitness work.
The people's governments at or above the county level shall regularly organize the relevant departments to evaluate the implementation of the national fitness plan, and disclose the evaluation results to the public.
Article 19 The State shall implement the system of social sports instructors. Social sports instructors guide national fitness activities.
The measures for the administration of social sports instructors shall be formulated by the administrative department for sports under the State Council.
Article 20 Local people's governments at all levels and the relevant departments shall provide necessary conditions for national fitness activities to support and guarantee the development of national fitness activities.
Article 21 State organs, enterprises and public institutions, trade unions, the communist youth leagues, women's federations, disabled persons' federations and other mass organizations shall, according to their own characteristics, organize daily physical exercise, sports events at all levels and of all types and other national fitness activities.
Article 22 Residents' committees, villagers' committees and other community organizations shall organize national fitness activities in light of their actual situations.
Article 23 The whole of society shall care for and support the participation in national fitness activities by minors, women, the elderly and the disabled. People's governments at all levels shall take measures to provide convenience and guarantees for minors, women, the elderly, and the disabled to safely participate in national fitness activities.
Chapter III Teenagers and School Sports
Article 24 The State implements the teenagers and school sports promotion plan, improves the working system for teenagers and school sports, cultivates and enhances teenagers' awareness of physical fitness, and promotes the development of school sports activities and their popularization amongst teenagers, to promote the physical and mental health and strong physique of teenagers.
Article 25 The administrative departments for education and schools shall include physical education in the evaluation of students' comprehensive quality, and regard the satisfaction of the requirements of the national student physical health standards as an important part of education and teaching assessment, to cultivate students' physical exercise habits and improve students' physical quality.
The administrative departments for sports shall provide guidance and assistance to schools in imparting sports knowledge and skills, organizing sports training, holding sports events, and managing sports venues and facilities, and cooperate with the administrative departments for education to promote the construction of school sports teams and high-level sports teams.
Article 26 Schools must open sufficient physical education classes in accordance with the relevant State regulations to ensure that physical education class hours are not occupied.
Schools shall organize students with specific conditions such as sickness and disablement to participate in sports activities that suit their characteristics when giving physical education classes.
Article 27 Schools shall incorporate students' extracurricular sports activities carried out in the schools into the teaching plan, link them with the teaching content of physical education classes, and ensure that students participate in physical exercise for no less than one hour every day at school.
Schools are encouraged to form sports teams, clubs and other sports training organizations to carry out various forms of after-school sports training.
