Article 1 These Measures are formulated in order to safeguard the normal operation of the hotel industry and the safety of the lives and belongings of guests and maintain public security.

Article 2 All hotels, restaurants, guesthouses, hostels, guest and cargo stop-over stations, carriage inns, and bathing houses (hereinafter collectively referred to as "hotels") that accommodate guests shall abide by the Measures, regardless of whether they are operated by the State, a collective, partnerships, or individuals, or funded by foreign capital, or whether they are exclusively or concurrently engaged in hotel business, or whether they are operated all year round or seasonally.

Article 3 To open a hotel, necessary anti-theft and other security facilities shall be installed in place.

Article 4 Those applying to open a hotel shall be issued a business license from the market regulation authority shall be obtained and obtain a permit for special industries from the local public security before the hotel can commence business.
