The Administrative Measures for Internet-based Religious Information Services, deliberated on and adopted by the National Religious Affairs Administration as per the prescribed procedure, and approved by the Cyberspace Administration of China, the Ministry of Industry and Information Technology, the Ministry of Public Security, and the Ministry of State Security, are hereby issued, effective from March 1, 2022.

Administrative Measures for Internet-based Religious Information Services

Chapter I General Provisions

Article 1 These Measures are enacted in accordance with the Cybersecurity Law of the People's Republic of China, the Administrative Measures for Internet-based Information Services, and the Regulations on Religious Affairs, among other laws and regulations, to regulate internet-based religious information services and protect citizens’ freedom of religious belief.

Article 2 The Measures apply to internet-based religious information services conducted within the territory of the People's Republic of China.
For the purposes of the Measures, “internet-based religious information services” include internet-based religious information publishing services, reproduction services and dissemination platform services, as well as other internet-based religious information-related services.

Article 3 Internet-based religious information services shall be conducted abiding by the Constitution, laws, regulations and rules, applying the core socialist values, adhering to the principle that all religions in China shall maintain independence and self-governance, adhering to the direction of developing religions in the Chinese context, and for actively guiding religions to adapt to the socialist society and for maintaining religious harmony, social harmony, and ethnic harmony.

Article 4 Internet-based religious information services shall be managed adhering to the principles of protecting those that are lawful, stopping those that are unlawful, curbing extremism, guarding against infiltration, and cracking down on crimes.

Article 5 Religious affairs authorities shall supervise and regulate internet-based religious information services pursuant to the law, and cyberspace, telecommunications, public security, state security and other authorities shall be responsible for the related administration within their respective jurisdictions pursuant to the law.
The religious affairs authorities under people's government at or above the provincial level shall establish a coordination mechanism for the regulation of internet-based religious information services in conjunction with cyberspace, telecommunications, public security, state security and other authorities.

Chapter II Internet-based Religious Information Service Permit

Article 6 For any service that provides information such as religious doctrines and rules, religious knowledge, religious culture or religious activities to the public in the form of texts, images, audios or videos or in any other form through any internet site, application, forum, blog, microblog, public account, instant messaging tool, live streaming or other means, an internet-based religious information service permit shall be obtained, and the following conditions shall be met:
