Chapter I General Provisions
Article 1 The Regulations of Beijing Municipality on Population and Family Planning (the “Regulations”) are formulated based on the actual conditions of Beijing Municipality, to implement the Population and Family Planning Law of the People's Republic of China.
Article 2 People's governments at all levels of the Municipality shall adopt comprehensive measures to regulate the population, raise the quality of the population, promote the realization of an appropriate fertility rate, optimize the population structure, and promote the long-term balanced development of the population.
Article 3 People's governments of the Municipality and districts lead the population and family planning work within their administrative regions.
The health authorities of the Municipality and districts are responsible for the family planning as well as population work relating to family planning within their administrative regions.
Other relevant departments of the municipal and district people’s governments are responsible for relevant population and family planning work within their respective areas of responsibility.
Township people's governments and sub-district offices are responsible for the population and family planning work within their jurisdiction.
Article 4 Trade unions, communist youth leagues, women's federations, family planning associations and other social groups, enterprises and public institutions, and other organizations and citizens shall assist the people's governments at all levels of the Municipality in carrying out the population and family planning work.
Villagers’ committees and residents’ committees shall diligently carry out family planning work according to law.
Article 5 People's governments at all levels of the Municipality shall include the funds earmarked for population and family planning into their financial budgets, gradually increase the funds devoted to population and family planning, to support the work in population and family planning.
No organization or individual may withhold, deduct or misappropriate the funds earmarked for population and family planning.
Article 6 People's governments at all levels or health authorities of the Municipality shall commend and reward the government agencies, enterprises, public institutions, social groups, other organizations and citizens that have made achievements in population and family planning work.
Chapter II Population Plans and Management
Article 7 People's governments of the Municipality and districts shall, under the population development plans of the people's governments at the next higher level, prepare the medium and long-term plans for population development in their respective administrative regions in light of local conditions, and incorporate these plans into the national economic and social development plan.
Article 8 People's governments of the Municipality and districts shall, in accordance with the medium and long-term plans for population development, formulate the implementing programs for population and family planning and organize implementation thereof in their administrative regions.
The health authorities of the Municipality and districts are responsible for the day-to-day functioning of the implementing programs for population and family planning in their administrative regions.
Township people's governments and sub-district offices are responsible for the implementation of the implementing programs for population and family planning in their respective jurisdiction.
Article 9 The Municipality will establish and improve policies and systems that are conducive to the rational regulation of population size, age structure of population and population distribution, so that the population is adaptable to the Municipality's economic and social development, as well as the carrying capacity of resources and environment.
Article 10 People’s governments of the Municipality and districts shall establish and improve an integrated information system for population and family planning, be responsible for the collection and management of integrated information on population and family planning, and make medium and long-term forecasts on population changes and development trends, such as, the overall population, population structure, births & deaths, and migration.
