Decision of the CPC Central Committee and the State Council to Prohibit Party and Government Agencies and Their Officials from Running Businesses or Enterprises

Zhong Fa [1984] No.27

December 3, 1984

After the Circular of Prohibiting Active Officials of Party and Government Agencies from Engaging in Joint Business Ventures with the Private Sector (Zhong Ban Fa [1984] No. 26) was issued by the General Office of the CPC Central Committee and the General Office of the State Council, it has been duly implemented to some effect by Party committees and governments at all levels. However, the situation of Party and government agencies and their officials running businesses or enterprises has not been fundamentally corrected and continues in some regions. We must pay further attention to this situation and adopt decisive measures to categorically put a stop to it.

In the course of the reform of the economic system and the accelerated development of the economy, our government agencies and Party agencies as well as their officials shall all rigorously abide by the pertinent provisions of the Decision of the CPC Central Committee to Reform the Economic System, duly perform the responsibilities conferred upon them by the Party and the State, and perform in a manner that is subordinated and in service to the Party’s overall tasks and overall goals as set forth at the 12th CPC National Congress. Leading government agencies at all levels and their leading officials, especially those in the economic sector, must rightly perform their functions of directing and organizing economic development, maintain the principles of the separation between government and business and the separation between government officials and business interests, act in a manner of integrity and fairness, and be committed to serving the development of production, serving enterprises and grassroots communities, and serving the prosperity and growth in strength of the country and prosperity and happiness of the people, and must never exploit the power of their office to run a business or set up an enterprise seeking personal gains and in competition with ordinary people in violation of the rules of the Party and the State. It should be noted in particular that, with the gradual unfolding of the reform of the entire economic system focused on urban areas, the situation that some Party and government agencies and their active officials exploit the objective condition of the co-existence of multiple prices and multiple means of adjustment in the market to run businesses or set up enterprises for profit to boost their pay in a disguised manner not only goes against the reform of the economic system and the role that these Party and government agencies and active officials are supposed to perform, but also is detrimental to the culture and discipline of the Party and the building of its leadership team.
