The Anti-Foreign Sanctions Law of the People's Republic of China, which has been adopted at the 29th Session of the Standing Committee of the 13th National People's Congress on June 10, 2021, is hereby promulgated and shall come into effect from the date of promulgation.

Article 1 This Law is formulated in accordance with the Constitution with a view to safeguarding the national sovereignty, security, and development interests, and protecting the legitimate rights and interests of Chinese citizens and organizations.

Article 2 The People's Republic of China adheres to an independent foreign policy of peace, adheres to the five principles of mutual respect for sovereignty and territorial integrity, mutual nonaggression, noninterference in each other's internal affairs, equality and mutual benefit, and peaceful coexistence, upholds the international system with the United Nations at its core and the international order based on international law, develops friendship and cooperation with other countries and builds a community with a shared future for mankind.

Article 3 The People's Republic of China opposes hegemonism, power politics, and any interference in China's internal affairs by any country, under any pretext or by any means.
If any foreign country violates international law and the basic norms of international relations, uses various pretexts or according to its own laws to contain or suppress China, takes discriminatory restrictive measures against Chinese citizens and organizations, or interferes in China's internal affairs, China shall have the right to take corresponding countermeasures.

Article 4 The relevant departments of the State Council may decide to include in a list of the countered the individuals and organizations directly or indirectly involved in the formulation, decision, and implementation of the discriminatory restrictive measures provided for in Article 3 hereof (the "List") .

Article 5 In addition to the individuals and organizations included in the List specified in Article 4 hereof, the relevant departments of the State Council, may decide to take countermeasures against the following individuals and organizations:
(1) the spouse and direct lineal family members of the individuals included in the List;
(2) the senior executives or actual controller or the organizations included in the List;
(3) the organizations in which the individuals included in the List serve as a senior executive;
(4) the organizations which the individuals or organizations included in the List actually control or participate in their establishment and operation.

Article 6 The relevant departments of the State Council may, in accordance with their respective duties and assignments, depending on the actual circumstances, decide to take one or more of the following measures against the individuals and organizations specified in Articles 4 and 5 hereof:
(1) denying visas, denying entry, canceling visas, and deporting;
(2) sealing, seizing and freezing movable, immovable and other types of property in China;
(3) prohibiting or restricting organizations or individuals within China from conducting relevant transactions, cooperation, or other activities with them;
(4) other necessary measures.

Article 7 The decision made by relevant departments of the State Council in accordance with the Articles 4 to 6 hereof shall be final.
