Departments (bureaus) of finance, natural resources, and ecology and the environment, and forestry and grassland bureaus of all provinces, autonomous regions, municipalities directly under the Central Government, cities specifically designated in the State plan, and Xinjiang Production and Construction Corps,
In order to thoroughly implement the relevant policies and plans of the Central Committee of the Communist Party of China and the State Council, improve the scientificity, standardization and foresight of budget arrangements, give full play to the functions of ecological and environmental protection funds, and form strong support for effectively fighting the battle of pollution prevention and control and boosting economic and social development, relevant matters concerning the strengthening of the management of central ecological and environmental protection funds are hereby notified as follows:
I. Seizing the Time to Establish a Project Repository System for Central Ecological and Environmental Protection Funds
1. Strengthening the establishment of project reserves. Supporting and promoting the prompt implementation of ecological and environmental protection projects is the most direct starting point for finance to support the effective battle against pollution prevention and control and boost economic and social development. All localities shall take active and effective measures, promote the establishment of the project repository system for central ecological and environmental protection funds in line with the principle of "funds following projects", carry out effective project preparation work, speed up budget implementation, form effective investment as soon as possible, and avoid situations where "funds wait for projects".
