Departments (bureaus) of ecology and environment of all provinces, autonomous regions and municipalities directly under the Central Government, Bureau of Ecology and Environment of Xinjiang Production and Construction Corps,

Environmental regulation of hazardous waste is an important aspect of the development of ecological civilization and the protection of ecology and environment, as well as an important part in the tough battle of preventing and controlling environmental pollution. It is of great significance for improving environmental quality, preventing environmental risks, safeguarding ecology and environment and ensuring human health. To effectively enhance the capacity for environmental regulation of hazardous waste, capacity for utilization and disposal of hazardous waste and capacity for precautions against environmental risks (hereinafter referred to as the "Three Capacities"), the following opinions are hereby given.

I. General Requirements
Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we shall thoroughly implement Xi Jinping`s thought on ecological civilization and the guidelines of the National Conference on Ecological and Environmental Protection, take improving environmental quality as the core, effectively preventing environmental risks as the goal and combination of control and guidance, pioneering and pilot effort, step-by-step implementation and joint prevention and control as the principles, focus on key areas and key industries, center on the tough battle of preventing and controlling environmental pollution, strive to enhance the Three Capacities for hazardous waste and effectively safeguard ecology and environment and the physical health of the masses.
By the end of 2025, we shall establish and improve an environmental regulation system for hazardous waste which is characterized by "strict prevention at the beginning, strict control in the process and severe punishment for consequences"; all provinces (autonomous regions and municipalities directly under the Central Government) shall basically match their capacities for utilization and disposal of hazardous waste with their actual demands, the national capacity for utilization and disposal of hazardous waste shall be in overall balance with the actual needs and the layout shall be made more rational; and the capacity for precautions against environmental risks of hazardous waste shall be significantly improved and the high incidence of cases of illegal transfer and dumping of hazardous waste shall be effectively curbed. Among them, the Yangtze River Delta Region (including Shanghai Municipality, Jiangsu Province and Zhejiang Province) and pilot cities for building "Waste-Free City" shall take the lead to achieve such goals by the end of 2020; and the Pearl River Delta Region, the Beijing-Tianjin-Hebei Region and other regions of the Yangtze River Economic Belt shall achieve such goals in advance prior to the end of 2022.

II. Enhancing the Capacity for Environmental Regulation of Hazardous Waste
(I) Perfecting the list of sources of hazardous waste for regulation. Departments of ecology and environment at all levels shall, in consideration of the second national pollution source census and environmental statistics work, respectively improve their lists of hazardous waste-generating entities and lists of entities with facilities for self-utilization and disposal of hazardous waste, and on this basis, establish their lists of entities for key hazardous waste regulation according to their lists of hazardous waste operating entities. Starting from 2020, the above lists shall be incorporated into the national solid waste management information system for unified management.
(II) Continuing to promote standardized environmental regulation of hazardous waste. Local departments of ecology and environment at all levels shall strengthen environmental law enforcement inspections of hazardous waste, and supervise and urge enterprises to implement relevant legal systems, standards and specifications. All provinces (autonomous regions and municipalities directly under the Central Government) shall incorporate the status of standardized environmental regulation of hazardous waste into their indicator systems for local environmental protection performance appraisal, and supervise and urge local governments to implement their regulatory responsibilities. We shall promote environmental credit evaluation of enterprises, include law-violating enterprises in the list of illegal and dishonest enterprises in the field of ecological and environmental protection, make public exposure, and implement joint punishment.
