Departments (bureaus) of finance, departments (commissions and bureaus) of science and technology of all provinces, autonomous regions, municipalities directly under the Central Government and cities with independent planning status, and Bureau of Finance and Bureau of Science and Technology of Xinjiang Production and Construction Corps,
In order to regulate and strengthen the management of transfer payment funds from central finance to localities and improve the efficiency of use of funds, we have revised the Administrative Measures for Funds for Local Scientific and Technological Development under the Guidance of the Central Government in accordance with the Budget Law of the people's Republic of China, the Circular of the General Office of the State Council on Issuing the Reform Plan for the Division of Central and Local Financial Powers and Expenditure Responsibilities in the Field of Science and Technology, and other relevant laws, regulations and policy requirements, as well as the provisions of the Ministry of Finance on transfer payment funds and other budget management. These Measures are hereby issued to you for implementation.
Administrative Measures for Funds for Local Scientific and Technological Development under the Guidance of the Central Government
Article 1 These Measures are formulated in accordance with relevant provisions of the State for the purpose of regulating the management of the funds for local scientific and technological development under the guidance of the Central Government (hereinafter referred to as the "Guidance Funds"), improving the efficiency of use of the guidance funds, and promoting scientific and technological innovation.
Article 2 "Guidance funds" in these Measures refer to the transfer payment funds under common financial powers used by central finance to support and guide local governments to implement the national innovation-driven development strategy and the policy of science and technology reform and development, optimize regional scientific and technological innovation environments and improve regional scientific and technological innovation capabilities. The implementation period shall be adjusted according to the reform plan for the division of central and local financial powers and expenditure responsibilities in the field of science and technology, and other policies.
Article 3 The Ministry of Finance and the Ministry of Science and Technology shall be jointly responsible for the management of the guidance funds. The Ministry of Science and Technology shall be responsible for auditing relevant materials and data from localities, providing basic data needed for the estimation of funds, and putting forward fund demand estimation plans and allocation suggestions. In accordance with the relevant provisions on budget management, the Ministry of Finance in conjunction with the Ministry of Science and Technology shall study and determine the budget amount of the guidance funds for each province. Provincial departments of finance and science and technology shall specify the responsibilities for fund arrangements and use management of departments of finance and science and technology at and below the provincial level, and truly strengthen fund management.
Article 4 Guidance fund management shall follow the principle of "central guidance, provincial overall planning, streamlining administration and delegating powers, stimulating vitality, focusing on key points and emphasis on performance".
