The National Development and Reform Commission,
The Provisions on Engineering Projects Compulsorily Subject to the Bidding Process (the "Provisions") approved by the State Council shall be issued by the National Development and Reform Commission (the "NDRC"), with "upon approval by the State Council" indicated when the Provisions are issued.
