The Decision of the General Administration of Customs on Revising Some Rules, which was adopted upon deliberation at the executive meeting of the General Administration of Customs on November 20, 2017, is hereby promulgated for implementation as of February 1, 2018.

Decision of the General Administration of Customs on Revising Some Rules
In order to further deepen the reform of streamlining administration and delegating powers to lower levels while improving regulation, and optimizing services in the customs sector, advance the simplification of the customs clearance and related operational processes while ensuring the effective and precise customs supervision, remove unnecessary institutional costs, and create a good business environment, the General Administration of Customs has decided to revise 23 rules including the Measures of the Customs of the People's Republic of China for the Supervision and Administration of Luggage and Articles of Inbound and Outbound Travelers as follows:
