Decision of the State Council on Issues Concerning Adjustments Introduced by the Institutional Reform of the State Council to the Functions of Administrative Organs Provided in Administrative Regulations

People's governments of all provinces, autonomous regions and municipalities directly under the Central Government, all ministries and commissions of the State Council, and all institutions directly affiliated to the State Council,

To put in place guidelines proposed at the 19th National Congress and at the Second and Third Plenary Sessions of the 19th Central Committee of the Communist Party of China, and, in accordance with the Institutional Reform Plan for the State Council adopted at the First Session of the 13th National People's Congress and the principles set out in the Decision of the Standing Committee of the National People's Congress on Adjustments Introduced by the Institutional Reform of the State Council to the Functions of Administrative Organs Provided in Legal Provisions adopted at the Second Session of the Standing Committee of the 13th National People's Congress, adjust the functions and duties of administrative organs as provided in administrative regulations in a smooth and orderly manner, ensure that administrative organs are able to perform their functions and carry out work according to the law, and push for the concerted and efficient optimization of the setting up of national institutions and the allocation of functions, the following decision is hereby made on adjustments introduced by the institutional reform of the State Council to the functions of administrative organs provided in administrative regulations.
