With the continuous development of the taxpayer credit system, the social value and influence of a taxpayer's credit rating have been increasing, making it an important asset for a taxpayer to participate in market competition. To further implement the spirit of the reform of "streamlining administration, delegating powers, strengthening regulation and improving services" as required by the State Council, create optimal tax and business environments, and encourage "entrepreneurship and innovation by all", pursuant to the Law of the People's Republic of China on the Administration of Tax Collection and the Circular of the State Council on Issuing the Outline of the Plan for Building a Social Credit System (2014-2020) (Guo Fa [2014] No.21), matters relating to further improvement of taxpayers' credit rating are hereby announced as follows:
