In order to strengthen and regulate the management of the funds of development of agricultural production, promote the overall application of funds and enhance the use benefits of the funds, the Ministry of Finance in conjunction with the Ministry of Agriculture has formulated the Administrative Measures for the Funds of Development of Agricultural Production in accordance with regulations such as the Budget Law of the People's Republic of China, which are hereby issued for your implementation.
Administrative Measures for the Funds of Development of Agricultural Production
Chapter I General Provisions
Article 1 In order to strengthen and regulate the management of the funds of development of agricultural production, promote the overall application of funds, enhance the use benefits of the funds and intensify comprehensive agricultural production capacity, the Administrative Measures for the Funds of Development of Agricultural Production (these "Measures") are hereby formulated in accordance with the Budget Law of the People's Republic of China, the Circular of the State Council on Issuing the Proposal for Promoting the Overall Application of Financial Funds (Guo Fa [2015] No.35), the Administrative Measures for Special Transfer Payments from the Central Government to Local Governments (Cai Yu [2015] No.230) and other relevant laws and regulations.
Article 2 The funds of development of agricultural production are the funds of special transfer payments arranged from the public financial budget of the Central Government to impel agricultural production, optimize industrial structure, promote industrial integration, enhance agricultural efficiency and so on.
Article 3 The funds of development of agricultural production are managed by the Ministry of Finance in conjunction with the Ministry of Agriculture, and allocated, used and managed under the principle of "definite policy objectives, scientific allocation methods, harmonious payment directions and orientation by performance results".
The Ministry of Finance is responsible for preparing the medium-term financial plan and annual budget of the funds of development of agricultural production, allocating and providing the funds in conjunction with the Ministry of Agriculture, and conducting supervision and performance management for the use of the funds.
The Ministry of Agriculture is responsible for preparing relevant industrial development plans, guiding, advancing and supervising the development of agricultural production, assigning annual work tasks (the list of tasks) together with the Ministry of Finance, and conducting the measurement of the funds, the supervision of the completion of tasks, the setting of performance goals, performance monitoring and evaluation and so on.
Chapter II Expenditure Scope of the Funds
Article 4 The funds of development of agricultural production are mainly used for the protection of farmland productivity (directly paid to farmers, the same below), business of an appropriate scale, subsidies for the purchase of agricultural machines, the development of industries with advantageous characteristics, promotion services of green and efficient technologies, the development of animal husbandry and fishery, the integration of the primary, secondary and tertiary industries in rural areas, the development of farmers' specialized cooperatives, the adjustment to agricultural structure, the comprehensive treatment of underground water overdraft regions (the adjustment to farming structure, the same below), the cultivation of new professional farmers and other expenditure directions, as well as other primary work supporting the development of agricultural development determined by the Central Committee of the Communist Party of China and the State Council.
Article 5 Expenditures for the protection of farmland productivity are mainly used to support the protection of farmland productivity.
