Decision of the Standing Committee of the National People's Congress on Amending the Measures for Election of Deputies from the Chinese People's Liberation Army to the National People's Congress and Local People's Congresses at or above the County Level

It is decided to make amendments to the Measures for Election of Deputies from the Chinese People's Liberation Army to the National People's Congress and Local People's Congresses at or above the County Level at the 27th Session of the Standing Committee of the 11th National People's Congress as follows:

I. Paragraph 1 of Article 5 is revised to read: "Members of the PLA on active service, persons who have retired from active service and for whom arrangements have been made in the PLA or who are waiting to be transferred to local governments for arrangements, civilian staff, workers and employees working in the army, and other persons who are administratively affiliated to the army, shall take part in elections in the army."

II. One paragraph is added to Article 8 as Paragraph 3, which reads: The term of office of an election committee shall be five years, and it exercises powers and functions until a new election committee is set up."

III. Article 9 is revised to read: "The PLA Election Committee shall be composed of eleven to nineteen members, including one chairman and one to three vice-chairmen. An election committee at any other level shall be composed of seven to seventeen members, including one chairman, one or two vice-chairmen, and several members."

IV. A sub-paragraph is added to Article 10 as Sub-paragraph 5, which reads: "determine whether the election results are valid, and announce the list of the elected deputies to the people's congress."
Sub-paragraph 5 of Article 10 is renumbered as Sub-paragraph 6 thereof.
