The people's governments of all provinces, autonomous regions, municipalities directly under the Central Government; ministries, commissions and departments directly under the State Council:
Nowadays, China's domestic consumption continues to grow steadily, which plays a fundamental role in maintaining the overall stability while making steady progress in economic operation. To meet people's expectations, increasing effective supply in consumption especially in service consumption and addressing weakness through reform and innovation is conducive to improving people's livelihood, promoting service industry development and economic transformation and upgrading, and fostering new economic development momentum. In this regard, we shall, in accordance with the decisions and arrangements of the CPC Central Committee and the State Council, firmly establish and thoroughly implement the concept of innovative, coordinated, green, open and shared development, taking the promotion of the supply-side structural reform as the main task, , give play to the decisive role of the market in allocation of resources and give full rein to the function of the government, deepen the reform of streamlining government functions and administration and delegating powers while improving services, remove the institutional obstacles and relax restrictions on market access, create a fair competitive market environment, stimulate the vitality of mass entrepreneurship and innovation, promote the integrated development of the primary, secondary and tertiary industries, improve product and service supply, and actively boost new consumption, stabilize traditional consumption and stimulate potential consumption. With the consent of the State Council, the Opinions are made as follows:
I. Effectively improve the quality and expand the scale of service consumption in the happiness industries
We shall guide social capital to increase investment by focusing on tourism, culture, sports, health, aged care, education and training and other key areas, and continue to generate potential consumption demand by improving service quality and increasing service supply.
1. Accelerate the upgrading of tourism consumption
(1) Increase 100 new units that create demonstration areas for all-region tourism by the end of 2016. We shall carry out rural tourism "trunk action", and research and introduce the supporting policies for the construction of leisure agriculture and rural tourism supporting facilities. (The China National Tourism Administration, the Ministry of Agriculture and the National Development and Reform Commission shall assume responsibility within their areas of competence)
(2) Guide the local departments to handle registration of traveling trailers according to the law to allow the minibus with traction function and fitted with traction devices in line with national standards to tow traveling trailers on the road in accordance with the provisions, and research into the improvement of the management system of motor caravan driving license; accelerate the research and introduction of the policies for motor caravan camp sites. (The Ministry of Public Security, the Ministry of Transport, the Ministry of Land and Resources and China National Tourism Administration shall assume responsibility within their areas of competence)
(3) Develop and promulgate the master plan for the cruise liner tourism development. We shall standardize and simplify cruise liner customs clearance procedures, encourage enterprises to work out domestic and international cruise routes and further promote domestic cruise tourism development; progressively expand the implementation scope of the 15 days visa-free policy, which has already been initiated in Shanghai, for foreign tour groups entering the territory of China through international cruise to other cruise ports. (China National Tourism Administration, the Ministry of Transport, The General Administration of Customs, the Ministry of Public Security and the General Administration of Quality Supervision, Inspection and Quarantine ("AQSIQ") shall assume responsibility within their areas of competence)
(4) Develop and promulgate guiding opinions on yacht tourism development.
