The people's governments of all provinces, autonomous regions and municipalities directly under the Central Government, all the ministries and commissions of the State Council and all the institutions directly under the State Council,
In order to implement the decisions and arrangements of the Central Committee of the Communist Party of China ("CPC") on comprehensively deepening reform, actively and steadily promote the reform of the taxi industry, as well as encourage innovation and promote transformation to better meet the travel needs of the people, with the consent of the State Council, relevant opinions are hereby issued as follows.
I. The guidelines and basic principles
1. Guidelines. We shall thoroughly implement the spirit of the 18th National Congress of the CPC and the Second, Third, Fourth and Fifth Plenary Sessions of the 18th Central Committee of the CPC, the spirit of a series of speeches of General Secretary Xi Jinping, and the decisions and arrangements of the Central Committee and the State Council. In accordance with the overall layout of "five-pronged approach" and the "Four-pronged comprehensive" strategic layout, we shall firmly establish and thoroughly implement the development concept of innovation, coordination, greenness, openness and sharing. In addition, we shall give full play to the role of the market and better play the leading role of government, hold the basic idea of giving priority to public transport and appropriately develop the taxi industry, promote structural reform of the taxi industry, effectively improve services and regulatory capacity, and build a diversified and differentiated travel service system to promote the sustained and healthy development of the taxi industry and better meet the travel needs of the people.
2. Basic principles.
Adhering to the passenger-oriented principle. We shall treat guaranteeing the safety of traveling passengers and safeguarding people's legitimate rights and interests as a starting point and goal of reform to provide the public with safe, convenient, comfortable and economical personalized travel services.
Upholding reform and innovation. By seizing the favorable opportunity of implementing the "Internet Plus" action plan and insisting targeting at concrete problems, we shall promote the transformation and upgrading of cruising taxis, regulate operation of taxis subject to online booking, and promote the integrated development of these two forms of business.
Making overall plans and taking all factors into consideration. We shall coordinate public transport and taxis, coordinate innovative development and security and stability, coordinate the development of old and new forms of business models, and coordinate interests of the passengers, the drivers and enterprises to actively, cautiously and steadily promote reform step by step.
Exercising regulation according to the law. We shall correctly handle the relationship between government and the market, strengthen the ideology of respecting the rule of law, improve legal system for the taxi industry, promote industrial reform according to the law to safeguard the market order characterized by fair competition and protect the legitimate rights and interests of all parties concerned.
Adhering to the principle of local administration.
