Departments of land and resources (departments of land and environmental resources, bureaus of land, resources and housing management, bureaus of housing and land resources administration, or bureaus of planning and land resources) of all provinces, autonomous regions, municipalities directly under the Central Government and cities specifically designated in the state plan, the Bureau of Land Management of Xinjiang Production and Construction Corps, and the Bureau of Land Management of the People's Liberation Army,

In accordance with Article 4 of the Land Administration Law of the People's Republic of China and Articles 10 and 14 of the Implementing Regulations of the Land Administration Law of the People's Republic of China, and based on "classification of current situations of land use and definitions" as set out in the Technical Code for the Survey of Current Situations of Land Use formulated in 1984 and "classification of urban land and definitions" as set out in the Code for the Survey of Urban Land Ownership formulated in 1989, the uniform Land Classification for urban and rural areas developed upon extensive solicitation of opinions has been adopted upon discussion at the executive meeting of the Ministry of Land and Resources, in order to adapt to the need to develop the socialist market economy and implement the regulatory regimes for land use, and effectively carry out the uniform administration of land-related affairs in the urban and rural areas. The Land Classification is hereby issued for trial implementation as of January 1, 2002. The original "classification of current situations of land utilization and definitions" as set out in the Technical Code for the Survey of Current Situations of Land Utilization and "classification of urban land and definitions" as set out in the Code for the Survey of Urban Land Ownership shall cease to apply simultaneously.

Any circumstance or issue arising or any experience gained from the trial implementation of the Classification of Land in each region shall be promptly reported to the Department of Land Ownership Administration of the Ministry of Land and Resources.

113 Irrigable Land Arable land that has guaranteed water sources and irrigation facilities and can be irrigated normally in ordinary years, excluding paddy fields and vegetable plots.
114 Dry Land Arable land used for growing rain-fed crops that has no irrigation facilities and depends on natural rainfalls, including the arable land that has no irrigation facilities and depends on flood diversion for irrigation and warping.
115 Vegetable Plots Arable land used for growing vegetables all the year round, including the land for greenhouses.
12 Garden Plots     Land used for growing perennial woody and herbage crops under intensive farming to gather fruits, leaves, roots and tubers mainly (including their nurseries), with a coverage ratio at 50% or higher or the proportion of stands with yields in the reasonable stands per mu reaching 70%.

Pastures Land
Land on which herbaceous plants mainly grow and that is used for animal husbandry where.
141 Natural Grassland Grassland on which natural herbaceous plants mainly grow and that is used for grazing or mowing has not been improved, including open forest andshrub grassland that are mainly used for husbandry.
142 Improved Grassland Grassland that is improved by means of irrigation, drainage, fertilization, harrowing or after-culture.
143 Artificial Grassland Grassland used for artificial cultivation of fodder crops, including shrubland used for animal husbandry by artificial planting.
