The industry and commerce bureaus and market supervision and administration authorities of all provinces, autonomous regions, municipalities directly under the Central Government, and cities specifically designated in the state plan and sub-provincial cities,
Upon the approval by the State Council, the Agreement on Trade in Services under the Mainland and Hong Kong Closer Economic Partnership Arrangement (CEPA) and the Agreement on Trade in Services under the Mainland and Macau Closer Economic Partnership Arrangement (hereinafter referred to as the "Arrangements") have been signed in Hong Kong and Macau respectively, and shall come into force on June 1, 2016, making the total number of sectors for individually-owned businesses to reach 135. In order to effectively implement the Arrangements and further encourage the Chinese citizens who are permanent residents of Hong Kong and Macao (hereinafter referred to as the "Hong Kong and Macao residents") to make investment and start up business in the mainland, the following opinions on the registration administration on the applications for establishing individually-owned businesses in the mainland by Hong Kong and Macao residents are hereby given in accordance with the Regulations on Individually-owned Businesses, the Administrative Measures for the Registration of Individually-owned Business and the Administrative Measures for the Registration of Names of Individually-owned Businesses and other relevant regulations and rules.
