Key Focus of the Work of Promoting the Reform of Streamlining Administration, Delegating Powers, Improving Regulation and Optimizing Services in 2016

2016 is the first year of the 13th Five-year Plan Period and a crucial year in advancing the supply-side structural reform. The general requirements for promoting the reform of streamlining administration, delegating powers, improving regulation and optimizing services in 2016 include: thoroughly implementing the guiding principles of the 18th National Congress of the Communist Party of China (CPC) and the second, third, fourth and fifth plenary sessions of the 18th CPC Central Committee; carefully carrying out the arrangements stated at the Central Economic Work Conference and in the Government Work Report; following the concepts of innovative, coordinated, green, open and shared development; holding on to the transformation of government functions, and taking more effective measures to further streamline administration and delegate powers, improve regulation and optimize services to a larger extent and at a deeper level; enhancing the decisive role of the market in the allocation of resources and playing better the role of government; removing institutional barriers that impede enterprises and people from handling affairs and starting business; making effort to reduce institutional costs of transactions, optimizing the business environment and bringing forth market vitality and public creativity, which are to be closely combined with public entrepreneurship and innovation as well as the development and expansion of the new economy, so as to further stimulate the inherent momentum for economic growth, and promote sustainable and healthy development of the economy and society.

I. Continuing to Streamline Administration to Further Bring forth Market Vitality and Social Creativity
1. Continuing to deepen the reform of the administrative review and approval regime. More powers shall be delegated and given directly to the market and the society with decentralization in areas where there should be and cancellation of administrative approval items in areas where there are feasible. This year, the government will further abolish more than 50 approval items at the State Council and local government levels, eliminate a number of intermediary service items relating to the administrative review and approval process of departments under the State Council, and cancel a number of production and operation licenses. For any delegation of approval items to the grassroots level that is necessary, support must be given in terms of personnel, funding, technology, and equipment, to ensure that effective handover and control can be realized at the grassroots level. Identical, similar or associated administrative approval items shall be canceled or delegated altogether to improve coordination and interconnectedness in the delegation. As for those administrative approval items that must be retained, it is necessary to unify the approval standards, and simplify and standardize the approval procedures. All administrative approval items shall be handled in strict compliance with the statutory time limits, without any "extra time" spent. The pilot reform of the relative centralization of administrative licensing rights shall be continued, and the experience of local authorities in implementing integrated approval process shall be promoted. 2. Thoroughly advancing the reform of the investment approval regime. Enterprise autonomy shall be further enhanced, and the Catalogue of Investment Projects Subject to the Approval of the Government shall be revised again to cut more than 90% of the original number of enterprise investment projects subject to the approval of the central government. The Administrative Regulations on the Approval and Filing of Enterprise Investment Projects shall be issued. A reform program shall be developed for the approval of investments within the central budget. An implementation plan for integrating and regulating approval items with respect to the application for construction of invested construction projects shall be released. All the retained approval items in this respect shall be included in the unified national online investment project approval and regulation platform, with the practice of "one-stop" online approval, so as to significantly shorten the approval process and time and accelerate the investment approval process. (Led by the National Development and Reform Commission, with the Ministry of Land and Resources, the Ministry of Environmental Protection, the Ministry of Housing and Urban-Rural Development, the Ministry of Transport, the Ministry of Water Resources, the Legislative Affairs Office of the State Council and other relevant departments taking their respective responsibilities)
3. Effectively carrying out the reform of professional qualifications. Another batch of professional qualification licensing and accreditation items shall be removed and 70% or more of the original items of professional qualifications set by departments under the State Council shall be cut.
