People's governments of all provinces, autonomous regions and municipalities directly under the Central Government, all ministries and commissions of and institutions directly under the State Council,
Foreign trade is a significant component of the national economy and also an impetus to the economy. At present, foreign trade is subject to complicated and grim picture with an increasing number of uncertainties and the economy growth is confronted with downward pressure. Thus, promoting the stabilization and recovery of foreign trade is significant to the smooth running and upgrading development of economy. For this purpose, opinions are put forward as follows.
I. Bringing the role of export credit insurance into full play
Premium rates of short-term export credit insurance shall be further reduced and all export financing for large complete sets of equipment shall be covered by the insurance as much as possible. A couple of medium and long-term insurance projects shall be evaluated and given support as soon as possible if risks are under control.
II. Vigorously supporting the financing of foreign trade enterprises
Financial institutions shall be guided to give more support to small and micro-sized enterprises through a series of policies, such as different reserve, interest rate, re-loan and rediscount. Besides, financial institutions shall be encouraged and supported to give loans to foreign trade enterprises that are running well with orders and profits. The cooperation between banks and enterprises shall be strengthened as well and financial institutions shall be encouraged to further expand the export credit insurance policy financing and export rebate account pledge financing.
III. Further improving the level of trade facilitation
Technological conditions shall be actively improved to provide higher convenience to customs clearance with more goods inspected by machines. As a result, it is possible to further reduce the average inspection rate for export by customs, strengthen categorization and guidance, lower the inspection possibility for the goods of enterprises with sound credit record and correspondingly increase the inspection possibility for enterprises with terrible credit record. Up to the end of 2016, the construction of "single window" for the international trade will be promoted from coastal regions to a few central and western regions with qualified conditions, with standardized systems established and responsibilities of the relevant subjects fulfilled. The paperless customs clearance operations shall be promoted in an all-around manner.
IV. Adjusting and improving the export tax rebate policy
It is necessary to optimize the structure of export rebate rate. Tax rebates shall be made for certain mechanical and electronical products, such as cameras, camcorders and explosive motors, at the rebate amount equaling to the tax amount collected, in order to ensure tax rebate in sufficient amount and strictly crack down on tax rebate cheat.
