The Decision of the State Administration for Industry and Commerce on Abolishing and Revising Certain Administrative Rules for Industry and Commerce, which has been adopted upon deliberation at the executive meeting of the State Administration for Industry and Commerce of the People's Republic of China, is hereby promulgated and shall come into force as of the date of promulgation.

In order to implement the spirit of streamlining government functions and administration and delegating powers and optimizing services, further stimulate the market's vitality, and ensure the effective implementation of the policy measures that "stabilize growth, promote reform, adjust the structure and benefit the people", the State Administration for Industry and Commerce has reviewed the currently effective administrative rules for industry and commerce. Upon review, the State Administration for Industry and Commerce has decided to:
I. abolish ten rules. (Appendix I)
II. revise certain provisions of four rules. (Appendix II)
The Decision shall come into force as of the date of promulgation.
The Implementing Rules for the Administrative Regulations of the People's Republic of China on the Registration of Enterprise Legal Persons, the Administrative Measures for the Registration of Enterprises of Foreign Countries (Regions) Engaging in Production and Operation Activities within the Territory of China, the Administrative Measures for the Authorized Registration of Foreign-invested Enterprises and the Measures for the Registration of Equity Pledge with Administrative Authorities for Industry and Commerce, as revised accordingly in accordance with the Decision, shall be re-promulgated.

I. Implementing Rules for the Administrative Regulations on Advertising (promulgated by Gong Shang Guang Zi [1988] No.13 on January 9, 1988; revised for the first time by Order of the State Administration of Industry and Commerce No.86 on December 3, 1998; revised for the second time by Order of the State Administration of Industry and Commerce No.99 on December 1, 2000; revised for the third time by Order of the State Administration for Industry and Commerce No.18 on November 30, 2004; and revised for the fourth time by Order of the State Administration for Industry and Commerce No.58 on December 12, 2011)
