The people's governments of all provinces, autonomous regions and municipalities directly under the Central Government, the ministries and commissions under and agencies directly under the State Council,
Integrating the basic medical insurance system for urban residents (the "urban resident medical insurance") and the new rural cooperative medical care system (the "new rural medical care") and establishing a unified basic medical insurance system for urban and rural residents (the "urban and rural resident medical insurance"), are major measures to push forward the reform of medical and health system, ensure the equal access to the rights and interests of basic medical insurance for urban and rural residents, promote social equality and justice and improve the well-being of the people, as well as of great significance in boosting the harmonious economic and social development in urban and rural areas and completing the building of a moderately prosperous society in all respects. Based on the summaries of the operation of urban resident medical insurance and new rural medical care as well as local explorations and practical experiences, opinions on the establishment of the urban and rural resident medical insurance system through integration are hereby set forth as follows.
I. General Requirements and Basic Principles
(I) General requirements.
Take the Deng Xiaoping Theory, the important thought of the "Three Represents" and the Scientific Outlook on Development as guidance, thoroughly carry out the spirits of the 18th National Congress of the Communist Party of China (CPC), the Second, Third, Fourth and Fifth Plenary Sessions of the 18th CPC Central Committee and important speeches of Xi Jinping, the General Secretary, fulfill the requirements of the CPC Central Committee and the State Council on deepening the reform of medical and health system, strengthen overall coordination and top-level design in accordance with the guidelines of full coverage, basic insurance, multi-level classification and sustainable implementation, promote the integration of urban resident medical insurance and new rural medical care by improving the policies first in light of the principles of priority to the easy and gradual and orderly progress, gradually establish a unified medical insurance system for urban and rural residents nationwide, and facilitate fairer security, more standard administration and service and more effective utilization of medical resources, so as to promote the sustainable and healthy development of the medical insurance system for all people.
(II) Basic principles.
1. Overall planning and coordinated development. It is imperative to integrate the urban and rural resident medical insurance system into the development of the medical insurance system for all people and the overall scheme for deepening the medical reform, make overall arrangements and rational planning, highlight the linkage among medical insurance, medical treatment and medicine, strengthen the coordination among basic medical insurance, serious illness insurance, medical assistance, disease emergency assistance, commercial health insurance, etc., and reinforce the systematisms, integrity and synergism of the system.
2. Proceed from basic conditions and guarantee fairness. It is imperative to fully consider the gap between the urban and rural areas and between different regions and narrow the gap in due phase, and ensure the equity between urban and rural residents in enjoying the benefits of basic medical insurance, based on accurate positioning and scientific design as well as in light of the economic and social development level, burdens of urban and rural residents, and the affordability of the funds, so as to realize the sustainable development of the urban and rural resident medical insurance system.
3. Advance the integration orderly in accordance with local conditions. It is imperative to conduct comprehensive analysis and research and make judgments based on the reality, formulate implementation plans carefully, strengthen the coordination between before and after the integration, ensure smooth going and transition of all the relevant work, guarantee that the benefits from basic medical insurance available to the people will not be affected, as well as safeguard the medical insurance funds and stable operation of the system.
