The people's governments of all provinces, autonomous regions and municipalities directly under the Central Government, and all ministries, commissions and organizations directly subordinate to the State Council,
E-commerce is an important tool to change the agricultural development modes, and an important means of precise poverty alleviation. The development of rural e-commerce will be achieved together with the development of both physical stores through public entrepreneurship and innovation and the functioning of the market mechanism so that the real economy and Internet will produce a superimposed effect. To stimulate consumption, increase domestic demand, promote agricultural upgrading and rural development and increase the incomes of rural residents, with the approval of the State Council, we hereby put forward the following opinions on the promotion of the development of rural e-commerce:
I. Guidelines
In accordance with the guiding principles of the 18th National Congress and the 2nd, 3rd and 4th Plenary Sessions of the 18th National Congress of the Communist Party of China (CPC), the decisions and arrangements made by the State Council, the objectives of building a well-off society and the requirements for simultaneous development of new industries, information systems, cities and modern agriculture, emphasis will be placed on further reforming the rural circulation system, improving the rural business mode, cultivating the rural e-commerce market, strengthening the infrastructure construction, improving the policy environment, and accelerating the development of online and offline secure and cost-efficient modern rural commodity circulation and service networks.
II. Development objectives
By 2020, a unified, open, safe and reliable preliminary rural e-commerce market system featuring orderly competition, honest and legal operation, and environment friendliness will be set up.
