The express delivery sector is an important part of the modern service industry, and a modern leading sector to promote the transformation of logistics patterns and to facilitate the upgrading of consumption. In recent years, the express delivery sector in China has seen rapid development, with a significant increase in the number of enterprises, sustained expansion of business, and continuous improvement of service levels, playing an active role in reducing logistics costs, supporting e-commerce, serving production and life, expanding employment channels, etc. However, on the other hand, highlighted issues, such as extensive development, infrastructure lag, safety risks in large number, and weak international competitiveness, still exist in the express delivery sector. In order to promote the healthy development of the express delivery sector, further invigorate logistics and stimulate domestic demand, serve mass entrepreneurship and innovation, foster new growth points of the modern service industry, and give better play to the role of the express delivery sector in stabilizing economic growth, promoting the reforms, adjusting the structures, and improving the people's livelihood, the opinions are hereby presented as follows:
I. General Requirements
1. Guiding Ideology. By orienting to address the highlighted issues that constrain the development of the express delivery sector into an "Internet +" express delivery service, to foster the growth of market players, integrate into and interface with the composite traffic system, extend the reach of service networks, secure the delivery channels, promote the sector's transition and upgrade as well as its improvement of quality and efficiency, thereby continuously meeting the people's growing demand for delivery and better serving the national economic and social development.
2. Basic Principles.
Market-led Approach. By following the law of market development, further open up the domestic express delivery market, guide the consolidation and improvement of express delivery enterprises with market-oriented means, and encourage the enterprises to continuously improve their service capacity and quality. By further streamlining and decentralizing the administration, give full play to the regulatory and guidance role of laws and regulations, plans and standards, thereby creating a favorable market environment for the development of the express delivery sector.
Safety-based Efforts. Further enhance the "red line" production safety awareness, strengthen the building of a system for delivery safety and appoint enterprises as responsibility takers, thereby laying a solid foundation for the express service sector. To rely on technology means to innovate the management approach, and improve the regulatory capacity, securing the delivery channels.
Innovation-driven Development. Encourage cross-shareholdings and mutual integration among different forms of capital ownership in the express delivery sector, stimulating the dynamism and creativity of market players. Support express delivery enterprises to accelerate the popularization and application of modern information technologies, and continuously innovate their business models, service forms, and management approaches.
Collaborative Development. Promote the express delivery sector to accelerate its integration into production, distribution, and consumption, give full play to its role as the main channel to serve e-commerce, and bridge its online and offline presences, achieving its collaborative development with advanced manufacturing, modern agriculture, information technology, and other industries.
