The Decision of the Standing Committee of the National People's Congress on Revising the Law of the People's Republic of China on the Organization of Local People's Congresses and Local People's Governments, the Electoral Law of the People's Republic of China on the National People's Congress and Local People's Congresses, and the Law of the People's Republic of China on Deputies to the National People's Congress and to the Local People's Congresses at Various Levels, which was adopted at the 16th Session of the Standing Committee of the 12th National People's Congress of the People's Republic of China on August 29, 2015, is hereby promulgated and shall come into force as of the date of promulgation.

Decision of the Standing Committee of the National People's Congress on Revising the Law of the People's Republic of China on the Organization of Local People's Congresses and Local People's Governments, the Electoral Law of the People's Republic of China on the National People's Congress and Local People's Congresses, and the Law of the People's Republic of China on Deputies to the National People's Congress and to the Local People's Congresses at Various Levels

The 16th Session of the Standing Committee of the 12th National People's Congress has made the decision as follows:

I. Revise the Law of the People's Republic of China on the Organization of Local People's Congresses and Local People's Governments
1. Paragraph 3 of Article 14 is revised to read "The chairman or vice chairmen of the people's congress of a township, ethnic township or town shall, during the period when the people's congress at the corresponding level is not in session, be responsible for keeping in touch with the deputies to the people's congress at that level, organizing the deputies to conduct activities in accordance with the presidium's arrangements, conveying the suggestions, criticisms and opinions of the deputies and the masses regarding the work of the people's government at the same level, and handling the routine work of the presidium."
2. A new paragraph is added to Article 15 as Paragraph 2, which reads "During the period when the people's congress at the corresponding level is not in session, the presidium shall, every year, select several issues involving the vital interests of the masses and the common concern of the society in the corresponding region, make designed arrangements for the deputies to listen to and discuss the specific work reports of the people's government at the corresponding level, inspect the implementation of laws and regulations, and carry out inspection, research and other activities; as well as heed and convey suggestions, criticisms and opinions of the deputies and the masses on the work of the people's government at the corresponding level.
