In order to further regulate internet TV services, safeguard the cultural security of the nation and promote the smooth development of the integration of telecommunications, the internet, and broadcasting networks (hereinafter referred to as the "Tri-networks Integration"), the State Administration of Radio, Film and Television (hereinafter referred to as "SARFT") has formulated and issued the Administrative and Operational Requirements for Licensed Internet TV Organizations, for implementation by all the parties concerned.

Administrative and Operational Requirements for Licensed Internet TV Organizations
I.Administrative Requirements for Internet TV Integration
1. An internet TV integration platform ( "Integration Platform") consists of main functions including a programme integration and broadcasting system, an EPG (electric programme guide) system, a client-side management system, a billing system, and a DRM (digital rights management) system. Internet TV integration operators (hereinafter referred to as the "Integration Operators") shall have exclusive rights to control, operate and manage their own integration platforms.
2. Integration Platforms shall choose to only connect with legitimate internet TV content service platforms (hereinafter referred to as "Content Platforms") established by SARFT-approved internet TV content service providers (hereinafter referred to as "Content Providers") and before such connection, the Integration Operators shall examine the legitimacy of the Content Providers concerned.
