Decision of the Standing Committee of the National People's Congress on Authorizing the State Council to Temporarily Adjust the Administrative Approvals under the Relevant Laws in the China (Guangdong) Pilot Free Trade Zone, the China (Tianjin) Pilot Free Trade Zone, the China (Fujian) Pilot Free Trade Zone and the Expanded Area of China (Shanghai) Pilot Free Trade Zone

With a view to deepening the reform and expanding the opening-up, and accelerating the transformation of government functions, the 12th Session of the Standing Committee of the 12th National People's Congress decided to authorize the State Council to temporarily adjust the relevant administrative approvals (the catalogue is attached below) under the Law of the People's Republic of China on Foreign-owned Enterprises, the Law of the People's Republic of China on Sino-Foreign Equity Joint Ventures, the Law of the People's Republic of China on Sino-Foreign Cooperative Joint Ventures and the Law of the People's Republic of China on the Protection of the Investments of Taiwan Compatriots in the China (Guangdong) Pilot Free Trade Zone, the China (Tianjin) Pilot Free Trade Zone, the China (Fujian) Pilot Free Trade Zone and the Expanded Area of China (Shanghai) Pilot Free Trade Zone (four boundaries are attached below), except for those subject to special administrative measures for the access as stipulated by the State. The adjustment to the aforesaid administrative approvals will be implemented on a trial basis for three years. If the practice proves that such adjustment is feasible, the relevant laws will be amended and perfected; if the practice proves that it is infeasible, the provisions of the relevant laws will be restored for implementation.

The Decision of the Standing Committee of the National People's Congress on Authorizing the State Council to Temporarily Adjust the Administrative Approvals under the Relevant Laws in the China (Guangdong) Pilot Free Trade Zone, the China (Tianjin) Pilot Free Trade Zone, the China (Fujian) Pilot Free Trade Zone and the Expanded Area of China (Shanghai) Pilot Free Trade Zone shall come into force as of March 1, 2015.

Four Boundaries of the China (Guangdong) Pilot Free Trade Zone, the China (Tianjin) Pilot Free Trade Zone, the China (Fujian) Pilot Free Trade Zone and the Expanded Area of China (Shanghai) Pilot Free Trade Zone

I. Four Boundaries of the China (Guangdong) Pilot Free Trade Zone
(I) Nansha New Area of Guangzhou City covering an area of 60 km2 in total (including Guangzhou Nansha Free Trade Port Zone covering an area of 7.06 km2)
Four boundaries: Harbor Block covers an area of 15 km2, including Harbor Block I, namely, Longxue Island operation area with an area of 13 km2, which ends at Humen Watercourse in the east, South Extension of Nansha Port Phase III in the south, Longxue South Watercourse in the west and North Extension of Nansha Port Phase I in the north (the port area and logistics area of Nansha Free Trade Port Zone cover an area of 5.7 km2); Harbor Block II, namely, Shazai Island operation area with an area of 2 km2. Mingzhuwan Starting Area Block, with an area of 9 km2, ends at Huanshi Road in the east, Lower Hengli Waterway in the south, Lingxin Avenue on Lingshan Island and Fenghuang Avenue on Hengli Island in the west and Beijing-Zhuhai Expressway in the north, but excluding waters of Jiaomenhe Waterway and Upper Hengli Waterway. Nansha Hub Block, with an area of 10 km2, ends at Longxue South Watercourse in the east, Shenzhen-Maoming Passageway in the south, Lingxin Avenue in the west and Sanzhen Avenue in the north. Qingsheng Hub Block, with an area of 8 km2, ends at Xiaohuli Waterway in the east, Guangzhou-Shenzhen-Hong Kong Passenger Railway in the south, Beijing-Zhuhai Expressway in the west and Shawan Waterway in the north. Nanshawan Block, with an area of 5 km2, ends at Humen Watercourse in the east, Jiaomen Waterway in the south and Humen Bridge in the north and is bordered on the west by Huangshanlu Mountain, but excluding Dajiao Mountain. Jiaomenhe Center Block, with an area of 3 km2, ends at Jinlong Road in the east, Shuangshan Avenue in the south, Fenghuang Avenue in the west and Siyanjiao in the north. Wanqingsha Free Trade Port Processing and Manufacturing Block, with an area of 10 km2, ends at Longxue South Watercourse in the east, Wanqingsha No. 11 Chong in the south, Lingxin Highway in the west and Wanqingsha No. 8 Chong in the north (the processing area of Nansha Free Trade Port Zone covers an area of 1.36 km2).
