Several Opinions of the General Office of the State Council on Boosting Imports

The people's governments of all provinces, autonomous regions and municipalities directly under the Central Government, and all ministries and commissions of and all institutions directly under the State Council,

To implement proactive import promotion strategy and increase imports of technologies, products and services is helpful to boost effective supply, satisfy domestic demands in life and production, improve product quality, and promote entrepreneurship and innovation as well as optimization and upgrading of economic structure, and is also conducive to making good use of the foreign exchange reserve, promote the balance of international payments, and raise the level of opening-up and cooperation. Upon the approval of the State Council, the opinions on boosting imports are hereby given as follows:

Article 1 Continue to encourage imports of advanced technologies, equipment and key components. Accelerate the adjustment to the Catalogue of Technologies and Products Encouraged to be Imported. Encourage banking financial institutions to increase support in import credit and enlarge the imports of advanced technologies, equipment, and key components, so as to promote the adjustment, optimization and upgrading of industrial structure. Vigorously support financing lease and financial lease enterprises to carry out the financing lease business concerning imported equipment.
