The people's governments of all provinces, autonomous regions and municipalities directly under the Central Government, all ministries and commissions of the State Council and all institutions directly under the State Council,
Developing sports cause and industry is a necessity for improving the physical quality and health conditions of the Chinese nation, which is conducive to meeting the masses' diversified needs for sports, protecting and improving people's livelihood, expanding domestic demand, creating jobs, fostering new sources of economic growth and promoting the national spirits and enhancing the cohesion force of country and cultural competitiveness. In recent years, although China's sports industry has rapidly developed, it is still small in overall scale and not vigorous enough and there are still some structural and mechanistic problems. To further accelerate the development of the sports industry and to promote sports consumption, the following opinions are hereby proposed.
Article 1 General Requirements
1. Guiding ideology.
Guided by Deng Xiaoping Theory, the important thought of "Three Represents" and scientific development concept and aiming to enhance people's physical quality and improve health conditions, emancipate the mind, deepen the reform, exploit and innovate, stimulate vitality, give full play to the decisive effect of market in the allocation of resources and better play the role of the government, accelerate the formation of effectively competitive market pattern, actively expand the supply of sports products and services, advance the sports industry to become an important force for economic transformation and upgrading, promote all-round development of mass sports and competitive sports and accelerate the construction of sports power to continuously meet the masses' increasing needs for sports.
2. Basic principles.
Persist in reform and innovation. Accelerate the transformation of government functions, further simplify administrative procedures and delegate powers to lower levels and reduce micro affair management. Strengthen the guidance of planning, policies and standards, innovate in service mode and strengthen market supervision to create a competitive and orderly market environment with equal participation.
Play the role of the market. Follow the law of industrial development, improve the market mechanism, actively cultivate diversified market players, attract social capital and fully mobilize the enthusiasm and creativity of the whole society to provide a variety of products and services meeting the needs of the masses.
Advocate healthy living. Develop a civilized and healthy life style, push to raise the threshold for health, extend healthy life and improve the quality of life, stimulate the enthusiasm of the masses to participate in sports activities, promote the formation of consumption concept of investment in health and vibrant sports consumer market.
Create conditions for development. Create a social atmosphere of emphasis on sports, support on sports and participation in sports, treat national fitness as a national strategy, cultivate and support the sports industry as a green industry and a sunrise industry, get rid of trade barriers and clear policy obstacles to create a policy system in favor of rapid development of sports industry.
Focus on overall coordination. Consider the overall situation, make overall arrangements, give full play to positive interaction between sports industry and sports cause, promote a comprehensive development of various categories and formats of sports industry and promote mutual integration of sports industry and other industries to achieve a harmonious development of sports industry and economic society.
3. Goals of development.
By 2025, basically establish a sports industry system of rational layout, sound functions and complete categories with more abundant sports goods and services, improving market mechanism and increasing consumption demand, of which the leading role in other industries will have significantly improved. The sports industry will exceed CNY5 trillion in total scale and become an important force to promote the sustainable development of the economic society.
- Industrial system will be more perfect. Such categories of sports industry as fitness and recreation, sport performance, venue services, intermediary training, sporting products manufacturing and marketing will have synergistically developed and forms of industry organization and clustering model will be richer. Industrial structure will be more reasonable and the proportion of sports services in the sports industry will have significantly improved. Sports goods and service levels will be more diversified with adequate supply.
- Industrial environment will have been significantly optimized. Systems and mechanisms will be full of vitality, policy and law systems more sound, standards and systems scientific and improved, regulatory mechanism standardized and efficient and market players honesty and self-disciplined.
- Industrial base will be more solid. Per capita sports area will reach two square meters, the masses' awareness of physical fitness and consumption will have been enhanced significantly and per capita sports consumption expenditures will have significantly increased. The number of persons regularly doing physical exercise has reached 500 million and public sports services will have universally covered the whole people.
Article 2 Main Tasks
1. Innovate in systems and mechanisms.
Further transform government functions. Comprehensively clean up the relevant provisions not conducive to the development of the sports industry and cancel unreasonable items requiring administrative examination and approval. All areas not explicitly banned by laws and regulations shall be open to the society. Cancel the examination and approval of commercial and mass sports activities, accelerate the reform of administration system for national comprehensive and single sports events, publicize the directory of sports events and actively introduce social capital to undertake sports events through market mechanisms.
